Ordinance - 1873ORDINANCE NO. 1873 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA ADDING § 15-4 TO THE WEST COVINA MUNICIPAL CODE REGARDING UNIFORMS FOR PRIVATE SECURITY PERSONNEL The City Council of the City of West Covina does ordain • as follows: Section 1. Findings: The City Council finds that the police department has experienced increasing problems with private security guards (including employees providing such services on the employer's premises) being mistaken for West Covina police officers because they are wearing similar uniforms and emblems (dark blue with black jackets and batons). Section 2. Section 15-4 is added to the West Covina Municipal Code to read as follows: Section 15-4. Private Security Uniforms No person, other than a sworn police officer (or otherwise authorized to do so by an appropriate public entity) currently employed by the West Covina Police Department, shall wear or cause to be worn any uniform or emblem or semblance of a uniform or emblem of a color, pattern, design, type or combination thereof which is not immediately distinguishable from that adopted or hereafter adopted by the City of West Covina for regular members of the department, nor shall any person wear or cause to be worn any star, badge, shield or insignia of a color, pattern, design, type or combination thereof which could be mistaken for or confused with the official regular police officers badge of West Covina Police Department. Section 3. Effective Date. This ordinance shall be effective 30 days from the date of its adoption. Any person subject to this ordinance shall have 30 days from the date on which it becomes effective to bring any uniform or emblem into compliance.
