ORDINANCE NO. 1866
AN ORDINANCE OF THE CITY OF THE CITY_ OF
WEST COVINA, CALIFORNIA, REORGANIZING THE
HUMAN RESOURCES AND RECREATION AND PARR
COMMISSIONS TO CREATE A HUMAN SERVICES
COMMISSION BY AMENDING WEST COVINA
MUNICIPAL CODE S 22-74, ET SEQ.
The City Council of the City of West Covina, California,
does ordain as follows:
SECTION 1.

Findings: The City
Council finds as
(a) The needs of the citizens of West Covina have
changed and diversified since creation of the
Recreation and Parks Commission and Human
Services Commission;
(b) There is a need for overlap and coordination
between the Recreation and Parks Commission
and the Human Resources Commission in order to
carry out their duties;
(c) The members of the Human Resources Commission
support such a reorganization;
(d) Needed coordination can be achieved by
creation of the Human Services Commission
initially composed of the members of the Human
Resources Commission and Recreation & Parks
Commission.
SECTION 2.. Division 5 of the West Covina Municipal Code
is repealed in its entirety.
SECTION 3. Division 2 of the West Covina Municipal Code
is repealed in its entirety and amended to read as follows:
DIVISION 2. HUMAN SERVICES COMMISSION.
Section 2-74. Created, composition.
A Human Services Commission for the City hereby is
created. Until the earliest time that one member's term
expires, the Human Services Commission shall consist of
twelve members, residents of the City, appointed by the
City Council. At that time, that term shall be
eliminated and the number of members shall become and
remain eleven members, residents of the City, appointed
by the City Council.
Section 2-75. Terms of Office and Removal.
(a) The members of the Human Services Commission shall
be appointed by Resolution of the City Council for
staggered three-year terms ending on June 30. Each
member shall hold office after the expiration of
his/her term until his/her successor is appointed
and qualified. All members shall serve at the
pleasure of the City Council. By Resolution, the
,City Council may remove a member of the Commission
from office at any time during the term for which
he/she was appointed.
Section 2-76. Vacancies.
Vacancies in the Human Services Commission occurring
otherwise than by expiration of. the term shall be filled

by the City council for the unexpired term of the
Commissioner leaving the Human Services Commission on
the same terms as conditions as set out in this Division
5.
Section 2-77. (Reserved)
Section 2-78. Organization.
(a) The Human Services Commission, at its first regular
meeting after the effective date of this ordinance
and thereafter each July, shall elect a Chair and a
Vice -Chair from among its members, both of whom
shall serve one year terms. The Commission may
also elect a Secretary for the Commission, and the
person elected Secretary does not need to be a
member of the Commission. The Commission shall
have the power to adopt rules for the transaction
of business and shall keep a record of Resolutions,
findings, and determinations.
(b) Notwithstanding the initial members of the Human
Services Commission shall be the members of the
Recreation and Parks Commission and the Human
Resources Commission on the effective date of this
ordinance, who shall continue to 'serve out their
terms as set out under West Covina Municipal Code
§2-75 and 2-117 before their amendment. Such
members shall be reappointed or replaced as set out
in subsection (a) above.
Section 2-79. Meetings.
The Human Services Commission shall hold regular
meetings at least once a month and shall determine, by
Resolution, the Manner in which such meetings shall be
organized and conducted, and the day of the month on
which the meetings will be held. The time and place of
said meetings shall be as provided for by Resolution
adopted by the City Council. A majority of the members
of the Commission shall constitute a quorum for the
transaction of business. All meetings, including
special meetings, shall be held in the manner provided
for in the Ralph M. Brown Act, Sections 54950, et sew.
of the California Government Code, as it may be amended
from time -to -time.
Section 2-80. Compensation.
Compensation for members of the Human Services
Commission shall be set by Resolution of the City
Council.
Section 2-81. Duties and Powers.
It shall be the duty of the Commission created by this
Division to:
A. Aid and advise the City Council on matters
pertaining to human service needs of the citizens
of the City relating to:
1. Human relations.
2. Human rights.
3. Public transportation.
4. Public Recreational services.
5. Cultural activities.
B. Review matters pertaining to the preparation,
implementation, and evaluation of the City's
Community Development Block Grant Program.

C. Seek the assistance of citizen committees to
investigate and research specific issues concerned
with human services with the concurrence of the
City Council.
D. Provide input to the Planning Commission and the
City Council on matters pertaining to the design
and features of parks and community centers that
• affect the provision of recreation and related
human services.
E. Recommend programs and activities directed toward
enhancing the recreation opportunities available to
all persons in our community.
F. Recommend to the City Council programs and
activities. directed toward enhancing communication
and relationships between residents, agencies,
institutions, and businesses in our community.
G. Recommend to the City Council measures to
ameliorate physical, social, and economic
conditions adversely affecting the residents of our
community.
H. Seek involvement of residents, agencies,
organizations, institutions, and the business
community to further mutual regard and
understanding between all persons of our City, and
work toward constructive resolution of tensions
whenever they occur.
I. Recommend to the City Council delinquency
prevention programs that foster respect, positive
self-esteem, and personal and social
responsibility.
SECTION 4. Effective Date. This ordinance shall be
effective 30 days from the date of its adoption.
SECTION 5. The City Clerk shall certify to the passage
of this Ordinance and shall cause same to be published.
