AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, ESTABLISHING A SENIOR CITIZENS
COMMISSION.
The City Council of the City of West Covina, California, does ordain
as follows:
SECTION 1. Section 2-139 of the West Covina Municipal Code is hereby
is
renumbered as Section 2-142.
SECTION 2. Chapter 2, Article III of the West Covina Municipal Code
is amended by adding Division 7, as follows:
DIVISION 7. SENIOR CITIZENS COMMISSION
Sec. 2-133. Created; composition
A senior citizens commission for the city is hereby created. The senior
citizens commission shall consist of five (5) members, of at least 50 years
of age, residents of the city, appointed by the city council.
Sec. 2-134. Terms of office and removal
The members of the senior citizens commission shall be appointed by resolution
by the city council for staggered two-year terms ending on June 30. Each
member shall hold office after the expiration of his term until his successor
is appointed and qualified. All members shall serve at the pleasure of the
city council. By resolution, the city council may remove a member of the
commission from office at any time during the term for which he was appointed.
Sec. 2-135. Vacancies
Vacancies in the senior citizens commission occurring otherwise than by
expiration of the term shall be filled for the unexpired term of the
commissioner by the city council.
Sec. 2-136. Organization
The senior citizens commission, at its first regular meeting each July, shall
elect a chairperson and a vice -chairperson from among its members, both.of whom
shall serve one-year terms. The commission may also elect a secretary for the
commission, and the person elected secretary does not need to be a member of
the commission. The commission shall have the power to adopt rules for the
transaction of business and shall keep a record of resolutions, fundings, and
determinations.
Sec. 2-137. Meetings
The senior citizens commission shall hold regular meetings once a month, and
shall determine, by resolution, the manner in which such meetings shall be
organized and conducted, and the day of the month on which the meetings will
be held. The time and place of said meetings shall be as provided for by
resolution adopted by the city council. A majority of the members of the
commission shall constitute a quorum for the transaction of business. All
meetings, including special meetings, shall be held in the manner provided for
in the Ralph M. Brown Act, sections 54950 through 54962 of the California
Government Code.
Sec. 2-138. Compensation
Compensation for members of the senior citizens commission shall be set by
resolution of the city council.

Sec. 2-139. Duties and powers
It shall be the duty of the commission created by this division to:
(a) Aid and advise the city council in the identification of the needs of
the senior population of West Covina, and recommend policies and programs
to meet these needs.
(b) Encourage activities necessary to increase resident awareness of existing
• programs and services.
(c) Foster and enhance within the community the recognition of the
contributions of senior citizens to the community.
(d) Establish and coordinate an ongoing citywide senior volunteer program
of service to the community.
(e) Serve as a medium through which organizations may exchange information,
coordinate programs, and engage in joint endeavors to benefit the senior
population of West Covina.
(f) Prepare an annual program of work proposing activities to be addressed
by the commission for consideration by the city council.
(9) Provide information to senior citizens on the status of issues,
proposals, projects and programs which have been brought before the
Commission in order to inform and generate communication from senior
citizens.
SECTION 3. Sections 2-140 and 2-141, and sections 2-143 through and
including 2-145 are hereby reserved.
SECTION 4. The City Clerk shall certify to the passage of this
ordinance and shall cause same to be published.
