ORDINANCE NO. 1840
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY,OF WEST COVINA AMENDING WEST COVINA
MUNICIPAL CODE SECTION 22-22(a) RELATING
• TO THE REMOVAL OF VEHICLES FROM CITY
STREETS

WHEREAS, pursuant to the California Vehicle Code
the City of West Covina has restricted the total time in
which a vehicle may remain parked on a city street in the
same place; and
WHEREAS, it now appears from complaints received
,that that restriction is being abused by those who move
their vehicles only a few inches to avoid its effect;
WHEREAS, a citizens committee now has reviewed the
various options for restricting on -street parking;
WHEREAS, to solve the problems created by parking
in the same place on city streets for long periods of time,
the city now proposes to define what constitutes "parking in
the same place".
follows: NOW, THEREFORE, the City Council does ordain as
SECTION 1. Section 22-22(a) of the West Covina
Municipal Code is amended to read as follows:
Section 22-22. When vehicles may be
removed from streets
Any regularly employed and salaried
officer of the police department may
remove or cause to be removed:
(a) Any vehicle that has been parked or
left standing upon a street or
highway for seventy-two (72) or more
consecutive hours; as used in this
subsection, "parked or left
standing" shall mean a vehicle
parked or left standing anywhere
within either (a) a 500-foot radius
of the place where the vehicle has

been parked or left standing upon
the street or highway or (b) within
750 linear feet along the curb or
pavement in either direction
measured from the place where the
vehicle has been parked or left
• standing. "Place" shall mean the
center of the area covered by the
vehicle, measured from each end
thereof, where the vehicle is parked
or left standing. Once a vehicle
has been moved in accordance with
this section, it shall not be
returned to any place for twenty-
four hours after its removal from
that place.
SECTION 2. Severability. The City Council does
hereby find, determine and declare that if any section,
subsection or portion of this Chapter 11.64 is for any
reason held to be invalid or unconstitutional by the
decision of any court of competent jurisdiction, such
decision shall not affect the validity of the remaining
portions of this Chapter. The City Council hereby declares
that it would have adopted this Chapter and each section,
subsection, or portion thereof, irrespective of the fact
that any one or more sections, subsections, or portions be
declared invalid or unconstitutional.
SECTION 3. Effective Date. This ordinance shall be
effective 30 days from the date of its adoption.
SECTION 4. The City Clerk shall certify to the
passage of this ordinance and shall cause the same to be
published as required by law.
