AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING SECTIONS 9-4, 9-11, 9-12 AND
9-13 OF THE WEST COVINA MUNICIPAL CODE
RELATING TO GRADING AND DRAINAGE.

THE CITY COUNCIL OF THE CITY OF WEST COVINA FINDS AS
FOLLOWS:
(a) That amendments to the Grading and Drainage
section of the West Covina Municipal Code are necessary due to
the adoption of the 1988 Uniform Building Code.
NOW, THEREFORE, the City Council of the City of West
Covina does ordain as follows:
SECTION 1. Section 9-4 of the West Covina Municipal
Code is amended to read as follows:
(a) Section 7006(c) of the Uniform Building Code
is amended to read:
PLANS AND SPECIFICATIONS: Each applicant for a
grading permit shall be accompanied by three sets of plans and
specifications and two sets of supporting data consisting of a
soil engineering report and engineering geology report. The
plans and specifications shall be prepared, sealed, and signed
by a civil engineer, a soil, engineer and or a geologist.
(b) The first sentence in Section 7006(d) of the
Uniform Building Code is amended to read:
Plans shall be drawn to a scale of 1"=20' or
1"=30' upon mylar or vellum sized at 24" x 36" and shall be of
sufficient clarity to include the nature and extent of the work
proposed and show in detail that the work proposed will conform
to the provisions of this Code and all relevant laws,
ordinances, rules and regulations.
(c) In addition to the requirements set out in
Section 7006 of the Uniform Building Code, the permittee shall
have an appropriate valid California state issued contractor's
license and shall have filed Worker's Compensation Insurance
documentation with the.City:
SECTION 2. Section 9-11 of the West Covina
Municipal Code is amended to read as follows:
The first sentence in section 7015(a) of the
Uniform Building Code is amended to read as follows:
Upon completion of the rough grading work and at
the final completion of the work the following reports and
drawings and supplement thereto are required along with the
executed grading approval form.

SECTION 3. Section 9-12 of the West Covina
Municipal Code is amended to read as follows:
If the building pad surface is paved, the minimum
sheet flow gradient specifications in Section 7012 (d) of
Uniform Building Code may be reduced to the following minimum
gradients:
Asphaltic Concrete Pavement - 1-1/2 percent
Portland Cement Concrete - 1 percent
SECTION 4. Section 9-13(a) of the West Covina
Municipal Code is amended to read as follows:
Except on slopes, drainage devices with
concentrated flow shall be constructed with minimum gradients as
follows:
Portland Cement Concrete Construction - 0.5%
Air Blown Concrete Construction - 1.0%
Asphaltic Concrete Construction - 1.0%
Soil Swales - 1.0%
Pipes - 0.4%
SECTION 5. Effective Date: This ordinance shall be
effective 30 days from the date of its adoption.
Section 6. That the City Clerk shall certify to
the passage of this Ordinance and shall cause the same to be
published as required by law.
