AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING CERTAIN PROVISIONS OF THE
ZONING CHAPTER OF THE WEST COVINA MUNICIPAL CODE
PERTAINING TO USES PERMITTED OUTSIDE BUILDINGS.
The City Council of the City of West Covina does ordain as
follows: ,
SECTION 1. Subsection (r) of Section 9211 of the West Covina
Municipal Code is hereby amended to read as follows:
"(r) Restaurant, tea room or cafe, including on -sale
liquor, but excluding drive-in restaurants."
SECTION 2. Subsection (a) of Section 9211.1 of the West
Covina Municipal Code is hereby amended to read as follows:
"(a) All uses shall be conducted wholly within a building
including storage and display of merchandise except incidental per-
mitted advertising signs and off-street parking, and the following
uses:
1. Amusement devices, vending machines, weighing
scales, and.the sale of flowers, newspapers,
and nursery stock only by such places customarily
selling such goods.
2: Uses permitted by Variance or Unclassified Use
Permit and legal nonconforming uses which custo-
marily are not conducted wholly within a building.
3. Any other use which is found by the Planning
Commission pursuant to Section 9219.4 of this code
to be a use which need not be conducted wholly
within a building."
SECTION 3. Section 9212 of the West Covina Municipal Code
is hereby amended by the addition thereto of a new subsection (f) reading
as follows:
"(f) Drive-in restaurants."
SECTION 4. Subsection (a) of Section 9212.1 of the West
Covina Municipal Code is hereby amended to read as follows:
"(a) All uses shall be conducted wholly within a building
except the uses mentioned in Section 9211.1 and the following
uses:
Automobile and truck sales (excluding trailers), sale of
boats and incidental boat trailers, drive-in restaurants."
SECTION 5. Section 9213 of the West Covina Municipal Code
is hereby amended as follows:
Subsection (e) thereof is hereby repealed..
t Subsection (1) thereof is hereby repealed.
• Subsections (gg) through (nn) thereof are hereby amended
to read as follows:
" gg Pottery Sales
�hhj Poultry sales, including custom dressing
ii Super service stations

jj Taxidermist
kk Tire recapping (not to exceed four molds)
11 Trade schools (if not objectionable due to noise, odor,
vibration, etc.
(mm) Transfer, moving and storage of furniture and house-
hold goods
(nn) Truck rental establishments"
0 SECTION 6.. Subsection (a) of Section 9213.1 of the West
- Covina Municipal Code is hereby amended to read as follows:
"(a) All uses shall be conducted wholly within a building
except the uses mentioned in Section 9212.1 and the following
uses:
Mobile home sales, building material sales, filling stations,
pottery sales, outdoor furniture sales, sporting sales."
SECTION 7. Section 9219.12 of the West Covina Municipal Code
is hereby amended to read as follows:
119219.12 OTHER TEMPORARY USES.
The outdoor display and sale of merchandise and temporary
signs relating thereto during special promotional events may be
permitted for the use of any shopping center for a period not to
exceed one shopping day during any calendar year, such activity to
be conducted wholly on private property. Temporary carnivals,
circuses, and recreational, educational, amusement and entertain-
ment activities, the sale of fireworks and temporary signs pertain-
ing to such uses may be permitted in any zone for not to exceed
seven days in any calendar year, and the indoor or outdoor sale of
Christmas trees and temporary signs relating thereto may be per-
mitted in any zone for not to exceed twenty-one days in any calendar
year, upon order or motion of the City Council granting such permit
and setting.forth any applicable conditions relating thereto, and
any such permit shall be void unless such conditions are complied
with. Such permits shall be granted by the City Council only after
written application therefor has been filed with the City Clerk,
and the Council has found that such proposed use, under the conditions
imposed, will not have a substantial adverse effect upon the use or
enjoyment of property in the neighborhood of the proposed use or
upon the public safety, health, or general welfare. No formal
public hearings need be conducted nor any notice given by the City
Council in connection with the granting of such a permit.
In addition to the foregoing, temporary signs may be per-
mitted in any zone for a period of not to exceed seven days to
advertise special ceremonies accompanying the opening of a newly
established business and shall be confined to the premises occupied
by the business.
One temporary sign, not to exceed seventy-five square feet,
denoting the architect, engineer, or contractor may be established
upon the building site of any work under construction, alteration
or removal. All such signs shall be removed from the site within
seven days after completion of the project."
SECTION 8. The City Clerk shall certify to the passage of
• this ordinance and shall publish the same as required by law.

Council on the 28th day of November, 1960, by the following vote, to -wit:
