The, City Council of the City of West Covina do ordain
as follows:
SECTIOiv 1: it shall be unlawful for any person to
discharge any.fire arms within the city limits of Cvest Covina except
in self defense or in the protection of life or property, without
first securing for such purpose, a written permit from the Chief of
Pol4`ce.
SECTION. 2: Any person violating this ordinance is guilty
of a misdemeanor, and upon conviction thereof shall be punishable by
a fine of not more than 300.00, or by imprisonment in jail for a
period not exceeding three months, or.by both such fine and
imprisonment.
SECTION 3: That whereas, large areas of uncultivated
hill land covered with undergrowth and trees, are located in the City
of hest Covina, constituting in dry seasons a considerable fire hazard,
and that pheasant and quail and other desirable bird life abound
therein, and vinereas, it is to the best interests of the citizens of
west Covina and the City Council of said City therefore finds and
determines that, for the immediate preservation of: said undergrowth
and trees as well as of said bird life, and for the peace, safety,
comfort and welfare of the citizens of West Covina, an emergency
existm and this ordinance is enacted as an emergency measure and
ordinance, and that the same shall take effect immediately upon the
same being posted by the City Clerk in the manner required by law
and by the Ordinances of the City of West Covina.

- I., C. C. TOLAVD, being first duly sworn, says: That tie
is the City clerk of the City of West Covina, and is a citizen of
the united States and over the age of twenty-one years; that on
the 15th day of September, 1938, he posted three copies of
ordinance No.73 of the City of West Covina, entitled "An
Ordinance Prohibiting the Discnarge of Fire Arms in the City of
West Covina Without a permit", in three public places in said City,
to -wit: One at 1641 West State Highway, West Covina, the same being
• the place where the regular meetings of the City Council of said City
• are held, one on Sunset Avenue: in front of Nest Covina School House,
and one at the northwest corner of Puente Street and Lark Ellen
Boulevard.
