SEC''IOIm 1: It shall be unlawful for any person, firm, or Corporat ioii to place upon any public street, avenue, allay, or sidewalk of the City of ast Covina, except as hereinafter provided, any aut omobile , wagon or any other vehicle, signs, boxes, goods, wares, merchandise, building ruteri al or other articles which will obstruct the fres use of such public street, avenue, alley or sidewalk, without a special permit therefor first having been obtained from the City Clerk of _said City, provided that this Section shall not apply to such obstruction as is the result of loading or unloading merchand iae in the usual or ordinary manna r and course of basin ss unle ss such obstruction is; permitted to remain on such public strut, avenue, allay ov sidewalk for a period of two (2) hours. SECT ION Ile That it shall b e uiiiatx�ful for and, person, firm, or corporation either as owners, anent, employee, or otherwise to keep, maintain or conduct, or cause to he kept, maintained, or conducted, at any time any automobile, wagon, or other vehicle or temporary stand used for the purpose of selling, vending or- furnish- ing any lunch, meals, popcorn, candy, peanuts, vegetables, fruit, or any other article of fond -or drink at any stationery place of stand within the boundaries of any street, avenue, or sidewalk within the City limits of jrjest Covina, except r.alacbers or gardners living in the City limits of '�,Iest Covina who are selling their own seasonal products. • S: CTIOTu IV: That it shall be unlawful for any person, firm, or ccrporation to park or leave standing or cause or permit to be left standing any automobile or other vehicle in or upon any street, avenue, or alley in said City of West Covina for more than one hour between the hours of Z:00 A.1j. and 5:00 A.r:R. of an-y day. SECTION V: That any person, firm or corporation iaiolating any of the provisions of this Ordinance shall be deemed guilty of a misdemeanor, end upon conviction thereof shall be punishable by a fine of not less than ten dollars ($10.00) nor more than t hree hundred dollars (V300.00), or by imprisonment for a period of not less than two (2) days nor more than three (3) months, or by both auch fine and imprisonment. Each auch person, firm, or corporation shall be deemed guilty of a separate of fense for each day during any portion of vib.ic h any violation of any provision' of th t Ordinance is committed, continued or permitted by such person, firm, or wrpor- ation, and shall be punishable therefor as provided by this; Ordinance.
