Ordinance - 59r , 0 R D INAI4 C F N0. 59 An Ordinance of the City' of '.7est Covina regulating traffic upon the public streets within said City. The City Council of the City of ?Nest Covina do ordain as follows: ARTICLE I. D.jF DITIOLS Sect ion 1. STREET- Every way set apart for public travel except alleyways, bridle paths and foot paths. • ROADWAY- That portion of a street between the regularly established • curb 1 ine s. ALLEY- A public highway which does not exceed twenty (20) feet between property lines. SIDEIALK- That port ion of a street between the curb lire s and t he adjacent property lines. UTERSECTIOE- The area embraced within the prolongation of the property lines of two or more streets which. join at an angle, whether or not one such street c orsses the other. CROSSWALK - That portion of the roadway included within the prolong- ation of curb and property lines at street intersections. VEHICLE - Every device or animal by which any person or property is or may b,e transported or drawn upon a street, excepting devices moved by human power or used exclus- ively upon rails. For the purpose of this ordinance a bicycle shall be deemed a vehicle. PEP.ESTRIAB- Any person afoot. OPERATOR- Any person who is; in actual physical control of a veh icL or street car. 0 TRAFFIC- Pedestrians, vehicles and street cars, either singly or together, while using any street for purposes of travel. RIGHT-OF-WAY - The privilege of the immediate use of the street. PARK.- To stand a vehicle fo,r a period of time greater t han is reasonable necessary for the actual loading or urilbading of persons or materials. - ARTICLE II - _1U'THOR IT'Y OF POLICE Section 2. OB3DI314CE TO POLICE - The City Council of the City of ;Nest Covina shall appoint a Chief of Police and such assistants as are necessary. The Chief of Police is hereby authorized to direct traffic in th6 'i 4P City of West Covina., and it shall be unlawful for any person to refuse or fail to comply with any lawful order, sighal, or direction of such police officer. Section 3. SIGTTS- The City Council shall by resolution determine and designate the character of traffic signs and signals and to place and maintain or cause to be placed and maintained all such signs, warnings, and direction signs and signals. 1,11 signs authorized and required hereunder for a particular purpose shall be uniform. No provision of this ordinance for which sighs are required shall be enforceable against the alleged violator if at the time and place of the alleged violator the sign herein required is not in proper position and sufficiently legible to be seen by an ordinarily observant person. Sect ion 4. OBEUIJNCE TO TRAFFIC SIGT`S- It shall be unlawful for any operator of any vehicle or pedestrian to disobey the traffic signs along or upon. the highway in the City of West Covina placed within t he provisions of this Ordinance. Section 5. POLICE A,I D FIRE VEHICLES EXB11PT FRO11 CERT.AIId RULS'S- The provisions of this ordinance regulet ing the movement, parkin and standing of vehicles shall not apply t o emergency vehicles of the police or sheriff's office or of the fire department or of a. public utility while the driver of any such vehicle is engaged in t he necessary performance of public emergency duties. - ARTICLE III - RUL.-+S FOR DRIVING Section G. BOULEVARD STOPS - Every operator of a vehicle traversing any street intersecting any boulevard shall bring such vehicle to a full stop before entering such boulevard at the prolongs.tion of the nearer property line of such boulevard; provided the prolongation of such property lire if clearly marked or s ignposted. City City Council shall place and maintain or cause to be placed and maintained upon each and every street intersecting a boulevard and at or near the property line of the boulevard appropriate signs upon the street or devices or marks in t he roadway, such signs, devices or marks to bear the word "STOP" or the words "BOUL ;YARD STOP" in such position and with letters of a size to be clearly legible from a distance of fifty (50) feet along the street intersecting the boulevard. - ARTICLE IV - RULES AIM P71414ALTIES Section 7- This traffic laws of the Vehicle Code of the State of California as enacted and amended by the 1935 legislatur°e s.hall be enforced in the City of ,'lest Covina. Section 8- PENALTY - Any person violating any of the provisions of this Ordinance, or any rule or regulation made by the City Council of the City • of ,,'lest Covina pursuant thereto, shall be guilty of a mis- demeanor, End upon conviction thereof shall be, punished for t he • first offense by a fins not to exceed Fifty (50.00) Dollars, or by imprisonment in the City Jail for riot more than five (5) days; for second violation within a period of one (1) year by a fine not to exceed One Hundred (�4�100.00) Dollars, or by imprisonment in the City Jail for not more than ten (10) days, or by both such f ine and imprisonment; for a third and each additional offence committed within one (1) year by a fine not to Gceed '�hree Hundred (0,000.00) Dollars, or by imprisonment in the City Jail for not more than three (3) months, or by both such fine and imprisonment. • • • • STATE OF CALIFORNIA, ) COUNTY OF 103 ANGELES, ( as.
