AN ORDINANCE REGULATING THE MANNER OF
SPREADIM AND COVERING FRESH GARBAGE
OR HOG FERTILIZER IN THE CITY OF WEST
COVINA.
The City Council of the City of West Covina do
ordain as follows:
0 Sect ion 1: It shall be unlawful
for any person, firm
or corporation as owner, or as agent or representative of any
owner, of any real property in the City of West Covina, to spread
or allow to be spread on any land or property in said City of
West Covina any fresh hog or garbage fertilizer in any other
manner than as hereafter set forth, to -wit: That said fresh hog
or garbage fertilizer shall be unloaded from its conveyance into
trenches or ditches of not less than ten (10) inches in depth and
€hall be entirely covered with soil for a depth of not less than
six (6) inches immediately after said garbage or hog fertilizer
shall have been placed in said trenches, and in no case shall it
be lawful for said fresh fertilizer to remain in open trenches
• and uncovered over -night.
Section 2: That, any person, firm or corporation
violating any of the provisions of this ordinance shall be deemed
guilty of a misdemeanor, and upon conviction thereof. shall be
punishable by a fine of not less than twenty-five dollars ($25.00)
nor more than three hundred dollars ($300.00) , or by imprisonment
for a period of not more than sixty (60) days, or by both such
fine and imprisonment.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, PERm.jTT ING -
THE BOARD OF SUPERVISORS OF LOS ANGELES COUNTY
TO ENTER UPON AND MPROVE CERTAIN STREETS IN
THE CITY OF WEST COVINA.
On motion of Frank P. Baldo sser on Wednesday, July 8, 1931,
duly carried by the following vote, to -wit:
• Ayes: Councilman Baldosser, Councilman Coffman, Councilman
Neely
Noes:: None.
Absent: Councilmen Drendel and Yarnell;
it is ordered that the following resolution be, and is hereby
adopted:
WHEREAS, by a resolution passed on June 22, 1931 by the
Board of Supervisors of Los Angeles County, California, said Board
of Supervisors declared that that portion of Covina Boulevard in
the City of West Covina extending between Maine Avenue and Hollen-
beck Street should be a part of the system of County Highvwiays in
Los Angeles County, and in said resolution said Board of Super-
visors resolved that said above mentioned portion of Covina Boulevard
was thereby declared to be a part of the County Highway system in
Los Angeles County as provided in that certain statute of the State
of California entitled "An Act Authorizing Counties To Improve Or
Assist In The Improvement Of Streets. Lying In Municipalities" ap-
proved April 30, 1923, Statutes 1923, Page 123, as amended by the
Act approved April 30, 1925, Statutes 1925, Page 236, and
WHEREAS, said resolution further provided that it is the

purpose of said Board of Supervisors of said Los Angeles County to
improve said portion of Covina Boulevard, provided the consent of
the governing body of the City of West Covina shall first be given.
NOW THEREFORE, be it resolved that the City Council of the City
Of West Covina hereby grants permission to the said Board of Super-
visors of the County of Los Angeles, State of California, to enter
upon and improve said portion of Covina Boulevard as in its res-
olution of June 22, 1931 provided, under the provisions of the laws
and statutes of the State of California as. in said resolution cited.
