WEST'COVINA CITY COUNCIL
December 11, 1989
The regular meeting was-calledto order by Mayor- ,Bacon in the City Hall Council
Chambers, 1444.W..Garvey Avenue, West Covina, at the hourof.7:30 pm. The Pledge
of Allegiance was led by Mayor Pro Tem Lewis and the invocation was given by
Father, Ray Smith of St. Martha's Episcopal Church.

Bea Uribe of_West Covina Beautiful presented press clip-
pings and memorabilia to the City dating from 1962 to
1978.in twenty =one binders. Mayor Bacon accepted on behal
of the City.and directed staff to place on a future agenda
the matter of recognizing the group that compiled the
binders.

RECREATIONAL,VEHICLE PARKING ORDINANCE

(PUBLIC TESTIMONY CLOSED)
Mayor Bacon read a preparedsEatement•wherein he clarified
that extensive public testimony was taken at the last
hearing and the public testimony portion was then closed.
He summarized the concerns expressed by both sides of the
issue.and the directive given to staff.. He emphasized

the intent of the proposedordinance, and what it will and
will not do. Mayor Bacon then suggested that although the
public testimony portion of the hearing had been closed,
Council accept comments by the leading spokespersons from

either side of the issue,_Mr. Romens and Mrs. Ai'assa.
Council debated whether to reopen the hearing or not.
Motion by Tarozzi, seconded by McFadden to reopen the
public testimony portion.and receive comments from anyone
wishing to speak. Motion carried by the following vote:

Mayor Bacon allowed for rebuttal comments; however, no

one addressed the comments under opposition. The public
testimony portion of the hearing was closed and Mayor
Bacon opened Council Discussion.
Council Discussion
Councilmember Manners reviewed the pros and cons of the
issue and explained her preference for instituting a
parking prohibition on all vehicles between the hours of

2 AM and 6 AM. However, sheisaid that the purpose behind

this issue is to put an end to those individuals using
the public streets for storage, she recommended a parking
prohibition on the over -sized vehicles between the hours
•
of 2 AM and 6 AM and allowing for the exceptions/condition:
provided for in the ordinance. .
Mayor Pro Tem Lewis noted this problem.has been an issue

for many, many years.. He was not in,favoring of pro-
hibiting the parking of oversized vehicles from 2 AMto
6 AM. He favored exceptions for hardship cases and 72
hours for loading and loading.
Councilmember McFadden requested changes to the ordinance
language to indicate oversized vehicles "may" create

Councilmember.Tarozzi reviewed the complexities and cost
of enforcing the ordinance and the proposed exceptions
and permits. He favored no changes to the current ordi-
nance and handling the situations on a case -by -case basis
through the code enforcement process,.-".
Mayor Bacon restated that the purpose of the ordinance is
to prohibit individuals from abusing the current-72-hour
parking Prohibition which is distressing the neighbors
"_and causing traffic hazards.* He suggested that the situ-
ation'could be more effectively resolved if a group of
R.V. owners were to apply peer pressure on the offending
individuals by e-kplaing that all R.V. owners will suffer
the consequences because of those inconsiderate few.' He
felt the proposed ordinance is a reasonable solution for
addressing all.th'e different circumstances related,to,the
problem.
Motion by.Tarozzi to table the matter.The motion died
for lack of.a second..
Motion by Manners, seconded by Bacon to prohibit the
parking of oversized vehicles (as defined in the ordinance
on all City streets between.the hours of 2 am and 6 am
and allow for'the exceptions.as outlined in the ordinance
(guest parking, loading and unloading, hardship cases)
through a permit process.
Mayor Pro Tem Lewis suggested "including a grandfather
clause that henceforth all new oversized vehicle owners
must make provisions for parking their vehicles somewhere
other than the City streets..
Substitute motion by McFadden „seconded by Tarozzi (for
discussion purposes) to enact the ordinance as proposed
with the minor language changes suggested earlier, pro-
vide language for a 75% neighborhood.directive through
the Traffic -Committee, permitting unlimited guest parking
and sleeping within the vehicle during the guests' stay
by way of permit, and allowing up to 72 hours for loading
and unloading. Motion was clar.ified-as,includingthe
moving of oversized vehicles at least 500 feet after 72
hours.
Councilmember,Tarozzi spoke in'opposition to the 500 foot
movement after'72 hours„,,aitFiough favored the 72 hour
limit.'
'Councilmember Manners reiterated her.point that traffic
S hazards caused;byLoyersized vehicles effect all drivers
on the street. This matter is not dust a neighborhood
problem and should not be lefts up to a neighborhood to
' decide.
Motion by Lewis, seconded by Manners to call for the
question. 'Motion passed 4-.1 (Tarozzi).
Mayor Bacon stated the'substitute*motion made by McFadden,
seconded by Tarozzi, was now before Council for action.
