JOINT MEETING WITH THE W.C.U.S.D. _
BOARD OF EDUCATION
November 14, 1989
Mayor Bacon called to order the City Council at 6:35 pm at the Edgewood Middle
School Library, 1625 W. Durness Street, for a joint meeting with the Board of
Education of the West Covina Unified School District. The invocation was given
by Board Member Welts and the Flag Salute was led by'Board Member Sabatino.
ROLL CALL Mayor Bacon, Mayor Pro,Tem Lewis,'Councilmembers Manners,
McFadden, Tarozzi

DRUG EDUCATION PROGRAMS Mayor Bacon elaborated on the City's staff report,
noting his`long range program for drug education in the
City.of West Covina. A discussion ensued regarding the
possibility of a video, perhaps in conjunction with the
other school districts in West Covina, a poster contest
throughout the elementary schools, and possibly using
Channel 56 as aciother:means 6f informing the citizens.
Superintendent Dr. Gawronski.stated that the district
was expecting.some funding which would allow middle
school students to produce their own commercials.
LOCAL GOVERNMENT CURRICULUM; Councilmember Manners explained the history behind this
• project and the ,benefits in teaching municipal govern-
Iment toYthe 'students. Both the Board of Education and
the City Council agreed that the current outdated manual
needs revision, ten, class periods of information needs to
be developed as well as several videos, and to continue
with Student,in Government Day.

CULTURAL CENTER Community Services Director Miller updated the Board of
Education'on:the status of the Cultural Center.project.
Several Board members were interested in receiving copies
of the study conducted by the Cultural.Center Citizens
Committee. -
SCHOOL RESOURCE OFFICER AT EDGEWOOD MIDDLE SCHOOL
Board President.Brutocao suggested:a School Resource
Officer at Edgewood Middle School in"light of the success
of the SRO at West Covina High School, and further sug-
gested the School District pay its fair share in the
costs.
Police Chief Meacham reported that the cost for the SRO
at West Covina High and a second SRO to -start at South
Hills High School in 1/90 are paid for through drug
rebate monies.' He noted the possibility of the School
District gaining funding through grant programs. The
• applicability of a SRO at a middle school would have to
be.studied.
Comments favored the possibility of a SRO at Edgewood
Middle School and Board Member Mount suggested the matter
be delved into at the staff level with a recommendation
to the Board of Education at a future meeting.

TONAPAH SCHOOL SITE
Community Services Director.Miller.reported on the status
of the development at.the Tonopah School site and the
time lapse involved with such developments.

ORAL COMMUNICATIONS
Councilmember.McFadden elaborated on the need for a com-
prehensive waste management/recycling program and suggeste(
the Board of Education begin thinking about the impact

.on the School District.
Lollie Bergman
Lollie Bergman, 426 S. Leaf Avenue, addressed three issues:
a) Resources available for local.government classes
already include City budget material, Chamber of
Commence 'Outlook", City brochures and newsletters.
She felt the education should be included from
K-12 grades.
b) She felt drug education in the schools was adequate
but thought -the tie-in with the City needed
^clarifying.
c) The School Resource Officer at school is a "role"
not a program and suggested the children needed
additional after -school activities.
Mayor Bacon thanked the Board of Education for initiating
the meeting and the candor throughout.
ADJOURNMENT
Motion by Tarozzi, seconded by McFadden, and unanimously
carried to adjourn.the meeting at 750 pm to December 4,
