Bacon at 7:30 pm .in the City Hall Council Chambers, 1444,W, Garvey Avenue, West<', Covina. The Pledge of Allegiance was led by Councilmember Tarozzi and the invo- cation was given by Reverend George Crites of New Beginnings Christian Outreach. A joint meeting with the West Covina Unified School District has been scheduled for"November.l4th and this topic will be discussed at that 'time.. " Mayor Bacon stated that at.the,meeting of October 30 he had allowed Councilmember McFadden to change a,vote cast on October•.9 as.it wouldn't change the outcome of the matter. He; further explained that he was,ti miss'3in not gaining the consensus of the Council.. As noobjec- tions were made, the matter will stand as reflected in the October 30 minutes: Councilmember McFadden noted his vote on the Woodgate Traffic Study in the;October-30 minutes was incorrectly statedas a nay vote,,ipage 5'). Motion by Tarozzi, seconded by McFadden, and unani- mously carried'to�approve the minutes of October 30, 1989, as corrected. CORTEZ COMMUNITY PARK'SPECIFIC PLAN AMENDMENT NO. 3 NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT The City initiated-amendment,would allow for the con- struction of a 8;000 sq. ft.'building at the Senior Citizen Center,`,ihe removal of an existing recreation .building, the possible conversion -of afire station into a historical museum, and the expansion -of the park's southern parking lot..'' City Clerk Berry. verified the affidavit of publication, and mailing. -Mayor Bacon opened the hearing and the staff report was,presented by Planning Director Haley. EARTH DAY Council reviewed the staff report., Councilmember Mannerssuggested involving West Covina Beautiful and the Historical Society in the celebration on April 22•; 1990. - 6 - CITY COUNCIL MINUTES NOVEMBER 13, 1989 PAGE SEVEN Councilmember McFadden suggested the City join the Globa3 Cities Projecf`at"a'membership fee of $1000.which would enable the City to receive model ordinances, project Earth Day (cont) plans and other information. Mayor Pro Tem Lewis favored celebrating Earth Day and that the City could plan the event without joining the Global Cities Project. City Attorney Hanna stated that Council would not be able to allocate funds this meeting as it is not on the Agenda, but they could:do so at the next'Council meeting if included on the Agenda. Councilmember Manners felt the City can support the cause without spending the $1000. Motion by McFadden, seconded by Tarozzi, and unani- mously carried to direct staff to develop a program commemorating Earth Day 1990. Mayor Bacon repeated McFadden's request to have the matter of expending $1000 as membership fee to the Global Cities Project ,placed on the next Council calendar. Mayor Pro Tem Lewis disagreed about placing the matter before Council to consider the expenditure. City Attorney stated that Council could vote on whether or not to place ' an item on the Agenda. Motion by Lewis, seconded by Tarozzi to not place on the Agenda for Council's consideration the matter of jointing the Global Cities Project. The 'motion passed by the following vote: . Waste Reduction Goals Councilmember McFadden expressed his dissatis- and Objectives- faction with the effort put forth by staff on this issue. The'City Council reconvened at 11:02 with all members present, u CITY MANAGER 1) LEAGUE POLICY RESOLUTIONS Council reviewed the staff report. League Policy Resolutions Motion by Manners, seconded by Lewis, and unanimously carried to direct the Mayor to vote in the best interest of the City of West Covina. 2) City Manager Fast announced the appointment of Police Chief Meacham as the Federal Marshall for Police Chief Meacham the Central District of California. The appointment has been made by President Bush and will be con- firmed by the Senate. Jean Arneson, 1116 Donna Beth, encouraged the City to pursue violations of the BKK Landfill UUP, and see that the landfill is covered by one foot of dirt rather than Jean Arneson sludge, Steve Herfert, 1124 Donna Beth, asked if there would be Steve Herfert a rebate of fees if recycling reduces -trash tonnage. Louis Slatterly, 1507 Idahome, suggested tabling con- sideration of recyling and automated trash pickup until. ' Louis Slattery all facts are in and then go out to bid. MAYOR'S REPORTS 1) RATIFICATION OF -RESOLUTION OF COMMENDATION Motion by Tarozzi, seconded by Lewis, and unanimously carried to ratify a Resolution of Commendation for the West Covina Youth Pony Baseball Bronco Red Team. • 2) PROPOSED CONFERENCE AND TRAINING POLICY Council reviewed the report.
