10-30-1989 - Regular Meeting - MinutesMINUTE S" REGULAR MEETING October 30, 1989 The regular meeting of the`West Covina City Council was calledto order at 7:30 pm by Mayor Bacon in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Mayor Bacon and the invocation was given by Reverend Don Bommarito. ROLL CALL Mayor Bacon, Mayor Pro Tem Lewis, Councilmembers Manners, McFadden, and Tarozzi Others Present: Fast, Hanna, Thomas, Miller,.Eliot, Wylie, Haley, Salazar, Panas,'Holler, Murphy, Koniarsky, Meacham, McClelland, Dunlap, Jung, Berry APPROVAL OF MINUTES Regarding.the Minutes of October 9, 1989, Council asked for the following changes: a) Include "and environs" on page,s�ix-' line four (Lewis) b) Replace "it" with "he" on page two, third line from the bottom (Bacon) c) .Replace summary of�McFadden's statement on page two with "Councilmember McFadden felt that the Meisters got tacit permission from the developer to build the fence, relied on their promise to sell it to them and under all .the circumstances this justifies.permitting the lot line adjustment." (McFadden) d) Change McFadden's AYE vote to a NAY vote on page three -for the final action regarding Lot Line Adjustment No. 70. (McFadden) • This request produced some comments on changing ' votes:. Mayor- Bacon explained that he would accommodate the change-because•it,wouldn't'affect-the outcome of the action. Motion by Tarozzi, seconded by Lewis, and unanimously car - tied to approve "the Minutes of the regular meeting of October 9, 1989, as corrected, and the Minutes of the adjourned regular meeting of October 16, 1989. PRESENTATIONS Mayor Bacon proclaimed November 12 - 18, 1989 as YOUTH APPRECIATION WEEK and presented the proclamation to Dave Davenport, president-elect of Optimist Club. Mayor Bacon and'Police Chief Meacham accepted a PEDESTRIAN SAFETY. AWARD for the City of West Covina presented by - Toby Boothroyd of the Southern California Auto Club. City Attorney.Hanna reviewed the status of the lot line adjustment and the conditions contained in the proposed resolution. .Councilmember Tarozzi requested a closed sessior prior to Council discussion. City Attorney'Hanna stated that a closed session on this matter would be permitted within the statutes of Government Code Section 54956.9(b). Council concurred with the recommended date and instructed staff to communicate with the School District. DISASTER PREPAREDNESS , Mayor'Bacon'elaborated on the informational report 'explaining the City':s,response plans and an "Emergency Preparedness -Guidebook" prepared by the Office of Emergency Services as -an educational handout for the public. In reference to the California Specialized Training Institute, Councilmember McFadden asked staff to look into the possibility of Councilmembers attending the training. Steve:Herfert, 1124 Donna Beth, di§cussed West Covina Dis- posal'request for a rate increase and encouraged Council to seek dumping fee discounts at BKK Landfill. He suggested seeking donations to send to the San Francisco area in light of the recent earthquake. Katherine Castucci, 430 S. Pima Avenue, asked for a status on the power blower issue, noting it was due for a six- month review. HUMAN RESOURCES COMMISSION VACANCY Mayor Bacon reminded Council that Gloria Vargas and Joann Rico have previously been nominated and he offered another nomination - Seymour "Cy" Lichtman.
