The Pledge of Allegiance was led by Councilmember Tarozzi.. ROLL CALL Mayor -Bacon, Mayor Pro Tom Lewis, Councilmembers Manners, McFadden, Tarozzi 0 thers Present:- Fast, Eliot, Wylie, Irwin, Thomas, Miller, Koniarksy, Panas, Meacham, Berry CONTINUATION OF CITY MANAGER'S PRESENTATION OF 1989/91 TWO-YEAR*BUDGET (continued from June 19) City Manager Fast continued the budget presentation by dis- cussing the Community Service'� Division first. He then City'Manager covered Operational Services and Fiscal Services, answering presentation and responding to -Council questions and comments. While presenting the General Administration budget, Council discussed the travel practices by Council to conferences and workshops. Alth6ugh the following various viewpoints Council travel' were expressed, no consensus was reached to change the current ,City practices. Comments incl�ided a).assign one c6uncilmember practices (perhaps the Mayor) to attend and report -back', b) bring -tapes back to share with the other Councilmembers, c),leave atten- dance to the discretion of each Councilmember� d) reduce the Council stipend'or �la�e a'limit on'-fhe allocation per Councilmember. Mayor Bacon recommended this item be looked at again at mid -year. 'Assistant Executive Director Eliot presented the Redevelop - Redevelopment Agency ment Agency budget. Staff.to respond in writing to Council - member McFadden's reque�t-for�86/87�and 87/88 revenues from existing projects., Public Woiks, Division Manager Thomas presented the Capital C_.J.P. Improvement Program budgets for the two fiscal years. CITY COUNCIL MINUTES June 20, 190 Page Two City Manager Past announced that there was no need to meet on the 21st. The public meeting regarding the budget has. been advertised for Thursday, June 22, at.7:30pm and staff will provide Council with.the items needed brought up during the last two evenings. He did mention that a closed session would be necessary'at.6:30 pm. on Thursday. - COUNCIL COMMENTS Councilmember Tarozzi pointed out that the proposed budget for FY 89/90 is actually Apprioximately�10% more than the adopted FY*88/89 budget. He commented further on an original pr " oposal.of his to reduce Materials and Services by-10% and cut Cable Administration costsQfor purposes of capital improvements. City Manager Fast reiterated his previous recommendation,against reducting the operating budget'for CIPS. Councilmember McFadden requested a list of the' -cuts made administratively. ORAL COMMUNICATIONS Lollie Bergman,' 426 S..Leif,lbelieves force account land� scaping is better than contradt landscaping and referred to West Co;iina Parkway as a good,example. She also commented �Lollie.Bergman on. Redevelopment Agency dbbts to the City. Katherine Castucci, 430 S. Pima,,supported pla6iiig a limit on Councll�travel or allocation for each member. She felt Katherine Castucci oral reports on conferences would decrease criticism. Joe Castucci, 430 S: Pima, suggested user fees for public facilities.
