June 19, 1989 The'adjourned regular meeting of the West Covina City Council was called to order at 6:37 pm by Mayor Bacon in the City Hall multipurpose room, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Mayor Bacon. ROLL CALL Mayor Bacon, Mayor Pro Tem Lewis, Councilmembers Manners,, McFadden, Tarozzi Others Present: Fast, Eliot, Thomas, Miller,, Meacham, Koniarsky, Panas, Wyli�e,jrwin,' Y6.s.bizaki, Berry CHAMBER OF COMERCE:REPORTON 88/89 BUSINESS IMPROVEMENT ACTIVITIES AND 89/90 PROGRAM OF*WORK AND BUDGET 'West Covina Chamber of Commerce President Wong reported on the activitiei and accomplisHments of 88/89. Incoming Report'from the President Haisman�reported on the Programs of Work for the Chamber of Commerce upcoming 89/90 year. Executive Director Burkhardt reviewed the goals and objectives relating to the Program of Work with an overview of the next year's budget. Mayor Bacon reflected on the Annual Police Recogilition Luncheon sponsored,by the Chamber of Commerce. He suggested the West Covina Firefighters be recognized as well. Council - member Manners suggested a joint'recognition.lunchoon. The Chamber representatives noted thaty they would look into the possibilities. Recess Mayor Bacon called a recess.at 7:17 pm. Council reconvened at 7:25 pm.with all members present. CITY MANAGER'S PRESENTATION OF'89/91 TWO-YEAR BUDGET Mayor Bacon began the presentation with a comment on the cost effectiveness of West Co,�ina's services as outlined in two recent reserach reports. He indicated that it is becoming increasingly difficult to maintain service levels on existing revenue sources. City Manager City Manager Fast explained that the citwide goals set the parameters in preparing the City budgets and that the two-year budget of.89/41is,�he.tighte.st budget presented to Council in many years. " The operating budget for FY 89/90 has been limited to a 4.26% increase, and the FY 90/91 budget will increase by only 3.3%. He reviewed the economic trends in West Covina, other cities, and the general region of Southern California. The budget�summary indicates an 'operating buCetfor FY 89/90 at $40,123,189, the C.I.P. at $4,272,000 and the Redevelopment Agency at $3,7 * 76,520. The budget summaries for FY 90/91 indicate: the operating budget $41,457,390,, the C.I.P.'at,$5,476,000 'and the Redevelopment Agency at $3,566,270. - I - 9 0 CITY COUNCIL MINUTES June 19, 1989 Page Two Throughout the presentation, Mr. Fast referred to the pro- posed two-year budget document, discussing first revenues by funds and major sources for the first of the two-year �budgets, following the revenues projected for the second of the two-year budgets. After the presentation on rev I enues, the operating budgets by divisions, broken down by depratments, were presented. He indicated ' where programs and/or projects had been reduced and items that had been Added. Presenting such detail,took quite some time and the two divisions covered were a) Public Safety and b) Public Works. Council com- mented throughout on various items and staff responded. ORAL COMMUNICATIONS Lollie.Bergman, 426 S. Leaf, offered the following comments: a) The cros.sing guard at Lark Ellen and Merced should be transferred to Butterfield and Merced. b) The City Eould increase its revenues by catching speeding students on their way to school. 6) Adding a Crime Analyst to the police force was an Lollie Bergman excellent idea. d) The sneak preview of Fashion Plaza advertized by the West Covina Chamber of Commerce was premature. Frank Barbagallo, 1023 Hooper Street, referred to an earlier question posed by Council and stated that vehicle Frank-Barbagallo replacement charges have been charged to the maintenance districts but not to the Ceneral Fund. The City Manager confirmed that this is the case. ADJOURNMENT Motion by Tarozzi, seconded bv Manners, and unanimously carri6d to adjourn the meeting at 10:02 pm to June 20, 1989, at 6:30 pm, same location, to continuethe budget session.
