Vincent Mc Cauley Rebuttal: Martin Castille Recess APPEAL OF PLANNING COMMISSION DECISION TO DENY UUP NO. 338 AND VARIANCE NO. 926 (Martin Castille) Mayor Bacon announced that this appeal concerned.a request for a detached second -family unit on a single-family lot and a variance to allow a driveway width of less than the required twelve feet and a circular driveway in a Single- . Family Residential (R-1) Zone, Area District I. City Clerk Berry verified the affidavit of mailing and pub- lication. Mayor Bacon opened the hearing and the staff report was presented by Plarining Director.Haley. Mayor Bacon opened the public testimony portion of the hearing and asked for comments in favor of''the appeal. Martin Castille,. applicant; 1216 S. Meeker Avenue ',Mayor Bacon'then asked for comments opposing the appeal. Mayor Bacon closed the public testimony portion of the hearing and commenced Council discussion, upon return from a short recess called at 9:04 pm and resumed at 9:10 pm. sm • CITY COUNCIL MINUTES June 12, 1989 Page Three Council -sympathized with the adjacent property owners and stated that State law requires local jurisdictions to allow second dwelling units on single-family lots where certain criteria canbe met. The.City Council enacted as -stringent regulations as'they could and still be within the guidelines of State law when the mandate was issued in,1985. Council also discussed the requested variance of 18" for the driveway. Council did not concur completely on granting the variance. • City Attorney presented:. City Clerk Berry stated that no written communications had —Testimony been received regarding the matter.and Mayor Bacon opened None the public testimony portion. of the hearing. No one addressed the City Council. Motion by Manners, seconded by Public•Testimony closed Tarozzi, and unanimously carried to close the public portion ------------ of the hearing. Council discussion Although it was noted that'the matter had to be settled by July 1, 1989, Councilmember Tarozzi made a motion to hold over the matter'until the Council meeting of the 26th of - - ,June.- He preferred -to make a-decisionat that time when other maintenance districts would be before the Council • and they could be -discussed at' -the same time. His motion was seconded by McFadden. Also, he. found. it interesting that 'the opinion offered in Item F-2a came from a CPA and not the City Attorney, as requested by Councilmember McFadden. Royal. 'Brown, 2153 Aroma Drive, felt that abandoning the Royal Brown district would not solve.the .landscaping problems (Item D-4). :Ratherine•Castucci, 430 §..Pima, commented on two Redevelop - went Agency items: Item II',— the handling,of the.Pr6missory Note -by Hassen;Imports and Item III - there is no use for a Katherine Castucci fifth implementation agreement. Mark Lafer Lollie Bergman CONSENT CALENDAR Mark Lafer, 1027 Hooper Street, commented on the CPA report re Maintenance District No. 6 and also felt that staff's recommendation to dissolve MD 6 smacks of retaliation. Lollie Bergman,426 S. Leaf, suggested Council consider a plan for the merging of the Recreation & Parks Commission and the Human Resources Commission (C-lb). In relation to the -inclusion of the County into the'West'Covina/Baldwin Park Dial -A -Ride program, she encouraged Council to ensure that West Covina provide its fair share of the program to its own residents.
