April 22, 1989
• .The adjourned 'regular meeting of the West Covina City Council was called to order
at 8:15 am by Mayor Manners at Kellogg.West Conference Center, Cal Poly, Pomona.

BUDGET/SERVICE LEVELS WORKSHOP
'. City Manager•,Fast presented,'openi,n'g remarks setting the
stage for the staff presentations to be made on this day.
He 'recalled for the Council's benefit the discussions on
February 6 and.7 relative tobrecommendations of the Citizens'
- Committee on Public Services and Facilities,.particularly
those comments which suggested that the Committee's recom-
mendations be funded from existing resources. He explained
that the purpose of'these presentations were twofold: to
familiarize the Council "with'the'levels of service as
provided in the current operating budget, and to acquaint
the Council with impacts on these service levels under
certain levels ofreduction designed to achieve sufficient
• revenue to fund the Citizens' Committee's recommendations.
He then outlined three scenarios which would be the focus
of the staff's presentations:
1) .the current service levels provided" -within the
existing operating budget
2) service level impacts associated with a$3.0 million
reductioni in the operating budget, to be accom-
plished'by a 5% reduction in Public Safety depart-
ments"°and'a 20.07% reduction in all other department:
3) service level impacts associated with a $1.75
million reduction in the operating budget as pro-
posed by Councilmember Tarozzi, with no reductions
in Public Safety. .The balance of the $3.0 million
was'to-be gained, among many factors, through
utilization of the City's reserves and through
early repayment of Redevelopment Agency obligations'
to the City.
Following the City Manager's introduction, each Department
Head and Division Manager presented current service levels
under Scenario 1, and responded to 'questions "from the
Council.
Recess The City Council recessed for lunch at 12:00 noon and re-
convened at 12:47 pm.

the relatively little difference between the impact of both
scenarios on'non-public safety departments. Again, staff
responded to questions on various issues from the Council.
Mayor Pro Tem Bacon departedab 2:25 pm due to family
commitments.
Following staff pre sentations;"City Manager Fast provided
some concluding remarks, proposing May 1 at 6:30 pm as a
-date fora final meeting on this subject, and. the ultimate
8ecision'which,needs to be made regarding the Citizens'
Committee recommendations. The City Council requested the
staff's presentations to be reduced to printed form for
`their consideration.
Councilmekber Lewis and Tarozzi commented on the need to
reexamine the Citizens' Committee recommendations totaling
$34 million for possible reprioritization.
Tom Lorincz, 1020 Sandy Hook, commented on the Citizens'
Committee's efforts to consider the City's operating budget
as a source of funds for infrastructure improvements, and
indicated that the existing operating revenue 'stream could
not adequately address the recommended needs.
Lollie Bergman, 426 S. Leaf, commented on the presentations
made, and suggested that the City Council.examine where
-reductions in expenditures can be made without across-the-
board cuts.
City Manager -Fast provided Councilmembers a copy of a study
compairing per,capita revenues among various cities, and
promised a comparison study analyzing expenditures shortly.
Motion by Lewis, seconded,by.McFadden, and unanimously
carried to adjourn the meeting -at 4:30-pm.
