THE BOARD OF,EDUCATION OF THE WEST COVINA UNIFIED SCHOOL DISTRICT
April 17, 1989
The adjourned regular meeting of' -the West Covina -City Council was called to order by
Mayor Manners at 6:47 pm in the City Hall Multipurpose Room, 1444 W. Garvey Avenue.
The Pledge of Allegiance was led by School Board President Bill Brutucoa.

1) CORONADO YOUTH PLANNING AND DEVELOPMENT
Corpor"a'LD Lori. Brock, as chairman of the Coronado
Youth Planning and Development Committee, presented
a status report on this successful program which
began approximately a year and -a -half ago. The
purpose oft.the:progfatw-.iscto"provide opportunities
for the youth of the school to work with successful
community leaders to build self-esteem, plan"career
opportunities, and develop friendships helpful for
growth.and development of the students.
Board members and Councilmembers commended the
efforts of the committee and encouraged its con-
tinuance.
2) SALES EVENTS IN RESIDENTIAL AND OPEN SPACE ZONES
Planning Director Pat. Haley presented a:dfaffiamendment t(
the Municipal Code purposing to clarify land use
conflicts between commercial and residential land
uses, through the established Temporary Use Permit
process.
Concerns were raised regarding the proposed
language of the amendment which could be construed
as to prohibit traditional fundraising activities
currently enjoyed by the schools within the school
district.
Upon conclusion of the discussion, staff was
instructed to re"fine,the language so as to allow
those traditional activities while prohibiting
., eventsw ich would cause a negative impact on the
residential areas.
3) REDEVELOPMENT PROJECT AREA EXPANSION
'Assistant Executive Director of the Redevelopment
Agency, Leonard Eliot, presented a status report
on the expanded Eastland Redevelopment Project
Area, noting that Edgewood High School has been
deleted from the study: He described a proposed
agreement to be submitted to the various taxing
agencies, including school districts,which will
provide for a sharing of future property tax in-
crement generated by redevelopment activity.

4) RECRUITMENT AND USE -OF VOLUNTEERS FROM THE COMMUNITY
Superintendent Dr. Jane,Gawronski explained that the
School Board wished to open a discussion on the
General discussion possibility of using more community volunteers as
with the Coronado Youth Planning and Development"
Committee and PTA volunteers. Discussion followed
noting the value of using volunteers, the availability
and unavailability of working individuals for dif-
ferent projects, and.that the most successful volunteer
programs are usually directed by a compensated
individual. Although,.with enough fanfare and status

ORAL`COMMUNICATIONS Steve-Herfert, '1124 Donna Beth', noted as a Human Resources
Commissioner, his commission might•be the vehicle sought
in directing a program of volunteers. He encouraged the
School Board to expand their`aftersschobl day care hours
and number':6E9participafing_;scho6ls. He. felt the City
was in need of•a sports facility,"incorporating both ,the
City"and School District, such as that in the City of San
Dimas. .He voiced his support for televising.Council
meetings and School Board meetings.

availability of cable television at the school locations.
City Manager Fast stated that the C.Lty's - Cable
Coordinator could look into the, -franchise agreement
to.see what is already provided, as the information wasn't
readily available this evening. '.
City Manager. East announced the second issue of the City's
citywide, mailer was available and encouraged everyone to
y ^'take a copy it°the conclusi6n,of` the meeting.

carried to adjourn the meeting at 8:35 pm to 8:00 am
