MEETING WEST COVINA CITY COUNCIL March 27, 1989 The regular meeting of the West Covina: City Council was.called to order at 7:30 pm by Mayor Manners in the City Hall Council Chambers,�1444 W.. Garvey Avenue, West Covina, California.. The Pledge of Allegiance was led by Councilmember Tarozzi and the invocation was given by Rabbi David Spritzer of Temple Beth Ami. '.,ROLL CALL- Mayor Manners, Mayor Pro Tem Bacon, Councilmembers Lewis, McFadden, and Tarozzi Others Present: Fast, Lennard, Miller, Eliot, Thomas, Koniarsky, Wylie, Lucke, Fong, Dowdey,.Salazar, Crawford, Keating, Yoshizaki, Johnson, Meacham, Collier, McClelland, Berry PRESENTATIONS Mayor Manners proclaimed'the week of April 9 - 15, 1989 as National Library Week and presented the proclamation to Joan Livingston, West Covina Librarian, and Mary Miller, past West Covina Librarian. Mayor Manners proclaimed April.30 to May 7, 1989 as Days of Remembrance of the Victims of the Holocaust and presented the proclamation to Rabbi David Spritzer. REDEVELOPMENT AGENCY MAyor,�Manners recessed,the City,Council meeting to convene I the Redevelopme"nt'�gency. "The time was 7:41 pm. At 11:05 pm the City Council reconvened with all members present. HEARING ZONE CHANGE NO. 623 NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT (Lewis Homes of C�lifornia) Mayor Manners explained that the'development of the old El Zone Change No. M Dorado School site requires a zone change and approval of (Le*is Homes) the Negative Declaration of Environmental Impact, and those items are before.the Council for consideration. City Clerk Berry verified the affidavit of mailing and publication. Mayor Manners opened the hearing and the staff report was presented by Planning Director Haley. Public Mayor Manners opened the p ublic testimony portion of the —Testimony ' hearing and asked'for comments favoring the zone change. In Favor: Steve Renders of Lewis Homes stated he was available Steve Renders to answer qpestions. In Opposition: Mayor Manners,then asked for comments in opposition to the None zone change and no one addressed the Council. Pima Avenue, reminded Council of his question regarding the status of the auto sign built some Joe Castucci time'ago and believed to be in storage. He also confirmed �the complaints in the,writte*n communication. ''MAyor Manners closed Oral Communications and City Manager Fast noted that staff is in the process of responding to Mr. Castucci's question. MAYOR'S REPORTS Mayor Manners proclaimed the following: CALIFORNIA ARCHITECTURE WEEK (April 9-15, 1989) EARTHQUAKE PREPAREDNESS. MONTH (April, 1989) COUNCILMEMBERS' REPORTS, Cbuncilmember Bacon'r.equested staff -to look into a new air quality ruling for offshore developmentfrom the Depart - Bacon ment of the Interior. Councilmember Tarozzi noted that he_prefdrred that'the budget session s.cheduled'for April 8, 1989 be held at Tarozzi City Hall rather than Kellogg West.
