REGULAR. MEETING
WEST COVINA CITY COUNCIL
March 27, 1989
The regular meeting of the West Covina: City Council was.called to order at 7:30 pm
by Mayor Manners in the City Hall Council Chambers,�1444 W.. Garvey Avenue, West
Covina, California.. The Pledge of Allegiance was led by Councilmember Tarozzi and
the invocation was given by Rabbi David Spritzer of Temple Beth Ami.

PRESENTATIONS
Mayor Manners proclaimed'the week of April 9 - 15, 1989 as
National Library Week and presented the proclamation to
Joan Livingston, West Covina Librarian, and Mary Miller,
past West Covina Librarian.
Mayor Manners proclaimed April.30 to May 7, 1989 as Days
of Remembrance of the Victims of the Holocaust and presented
the proclamation to Rabbi David Spritzer.

MAyor,�Manners recessed,the City,Council meeting to convene

the Redevelopme"nt'�gency. "The time was 7:41 pm. At 11:05 pm
the City Council reconvened with all members present.

ZONE CHANGE NO. 623
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT

Mayor Manners explained that the'development of the old El
Zone Change No. M
Dorado School site requires a zone change and approval of

the Negative Declaration of Environmental Impact, and those
items are before.the Council for consideration.
City Clerk Berry verified the affidavit of mailing and
publication. Mayor Manners opened the hearing and the
staff report was presented by Planning Director Haley.
