Garvey Avenue, West Covina. The Pledge of Allegiance was led by community Girl Scouts and the invocation was given by Rev. 'Sonia Y, Lim. ROLL CALL Mayor Manners,'Mayor Pro Tem Bacon, Councilmembers Lewis, McFadden, and Tarozzi Others Present: .Fast, Lennard,'Thomas, Eliot, Miller, Wylie, Koniarsky, Salazar, Haley, McClelland, Keating, Holmes, Berry APPROVAL OF MINUTES Motion by Lewis, seconded by.Bacon; and unanimously carried to approve minutes of the regular meeting held February 27, 1989 and the adjourned regular meeting of March 6, 1989. PRESENTATIONS Mayor Manners proclaimed April 23-29, 1989 as GFWC CALIFORNIA FEDERATION WEEK.and presented.the proclamation to Debbie Phillips, president of West Covina Juniors. HEARING APPEAI..OF PLANNING COMMISSION DECISION TO DENY TENTATIVE TRACT MAP NO. 45299 .(Sunbelt Development) • Mayor Manners explained that the appellant has requested t Appeal of.Tent. Tract withdrawal of his appeal as he has redesigned the tentative Map 45299 tract, eliminating the need for the requested variance. City-Clerk=Berry :verified'the'.affidavit of mailing and publication. Mayor Manners opened the hearing to enter- . - -tain a motion in cori§ideration of the appellant's letter. Motion by,Bacon,.seconded by McFadden, and unanimously Matter referred back to carried to refer the matter'back to the Planning Commission Planning Commisssion to reconsider the matter with the new configurations. Mayor Manners closed the hearing. HEARIMG -. PROPOSED AMENDMENT NO. 221 TO THE WEST COVINA MUNICIPAL CODE Mayor Manners explained that the amendment proposes to Amendment No. 221" change the Municipal Code requirements as it relates to detached signs for uses with designated outdoor display areas on approved precise plans'. ' (City 'Clerk Berry';verified-thef'affidavit of publication and Mayor Manners opened the'hearing. The staff report was presented by Planning Director Haley. Robert Duncan Robert Duncan, 1301 Sandy Hill, complained about dust, noise, and lights from the constructionsite just above his neigh- borhood. Cecilia Wu Cecilia Wu,, 1321 Sandy Hill, emphasized Mr. Duncan's concerns. Sally Navarette.
