The regular meeting of the West Covina City Council was called to order by Mayor Manners at 7:30 pm in the City Hall Council Chambers, 1444 W.-Garvey Avenue, West Covina. The. Pledge of Allegiance was led by Councilmember Lewis and the invocation was given by Mayor Manners. Robert Ferguson Robert Ferguson of May Centers, reminded Council that the holding over of the two Redevelopment Items(effects the starting and completion dates of the projects. Lolly Bergman Lolly Bergman, 426 S. Leaf Avenue, congratulated Council for taking another action than that recommended by staff. She • reminded Council that Redevelopment's purpose is to work for multiple owners, rather than on behalf of big developers. MAYOR'S REPORTS City Attorney Lennard stated he would confer with PERS and respond to the.question about the City Manager bonus. Mayor Manners asked for a progress report on the recycling issue from the Waste Management & Environmental Quality Commission: Mayor Manners directed staff to agendize a resolution of commendation for continued emergency health care in the County of Los Angeles. COUNCILMEMBERS' REPORTS Councilmember Tarozzi relayed some questions he received ' during the break: 1) Why did'tthe Redevelopment Agency - respond to the`-Gibb6ns?a�fl) Litchmann, and 2) how can the Tarozzi Redevelopment Agency consider expanding Fashion Plaza when the Lakes project is still undeveloped. • For the record, Councilmember Tarozzi stated that Phil- Wax, George Zartman, and Sidney Shulman have served on committees, although they resided.outsid'e the City limits.
