• -The regular meeting of
the West Covina City Council was called to order by Mayor
Manners at 7:30 pm'in
the City Hall Council Chambers, 1444W. Garvey Avenue, West
Covina. The Pledge of
Allegiance was led -by Mayor Pro Tem Bacon and the invocation
was given by Rev. Don
Bommarito of United Methodist.

APPROVAL OF MINUTES•
Motion by Bacon, seconded by Lewis, and unanimously carried
to approve the minutes of the adjourned regular meeting of
January 16, 1989 and the special meeting of January 23, 1989.
Mayor Manners corrected the minutes of the regular
meeting -of January 23 to reflect.Council approved the
criteria for City tiles (not resolutions of commendations) .
on Page 8. Also, Page 9 was corrected. to reflect McFadden
as seconding a.motion, rather than Manners.
Motion by Manners; -seconded by Lewis, and unanimously

January 23, 1989, as corrected..

HEARING
PROPOSED AMENDMENT NO. 222 TO THE WEST COVINA MUNICIPAL.CODE
Mayor Manners explained that this amendment would clarify
Amendment No. 222
appeal procedures within the Municipal,Code. City Clerk
verified the affidavit of publication and Mayor Manners
-
opened the hearing. .The staff report was presented by
. Planning Director Haley.

Mayor Manners asked for public testimony in favor of the

then asked for comments opposing.the amendment. Again,

Motion by Bacon, seconded by McFadden, and unanimously
carried to waive further reading of -the ordinance. Motion
by Bacon, seconded by McFadden, and unanimously carried to
introduce the ordinance.
AGENDA AND ORAL COMMUNICATIONS
Greg Short of BFI Waste.Systems, 215 N. Marengo Avenue,
Greg Short Pasadena, addressed Item E-lb (Sunshine Canyon Landfill).
He urged Council's support. in general for,the expansion
of landfills and submitted a sample lettei reflecting that
for Council's use.
Tom.Lorincz, 1020 Sandy Hook; commented on an article
'in the San Gabriel Valley Tribune casting negative overtones
to the Citizens' Committee Report.
Katherine Castucci, 430 S. Pima, noted that her previous
request for costs of the. -special -election and the Christmas
Program had not been answered.
Mayor 'Manners'.staCed the cost of,the special election
will be addressed later in the, meeting and referred the
other request to the City Manager.

Civic Center landscaping - Staff recommends'accepting the bid of Creative Landscaping,
Creative Landscaping Inc., Anaheim, in the amount of.$71,940.00 annually and
authorize the Mayor and City Clerk to execute the agreement.
Purchase of Replacement Vehicles
Three replacement Staff recommends authorizing the purchase of three'(3)

Parking Citation Process - Staff recommends approving the assignment of the existing

2) CURB NUMBER PAINTING
Council reviewed Engineer's Report.
Curb Number Painting Motion by Bacon, seconded.by.McFadden; and unani-
mously carried to establish a City project for repainting
• one-fourth of.the curb numbers as part of the 1989/90
Capital Improvement Program and that the project be
renewed annually thereafter.

Council reviewed the staff, report and discussed the
comments made during Agenda Communications.. Mayor
Manners explained the recommendation of "No position"
by the Waste Management and Environmental Quality
Commission. •City Manager Fast stated that staff had
Sunshine Canyon Landfill no opposition to the proposed action bf the represen-
tative of Browning -Ferris Industries under Agenda
.,Communications. Councilmember Lewis acknowledged
the recommendation of the Commission but felt the
Council should take an action to expand landfills'. -
as suggested under_Agenda Communications.
Motion by'Manners, seconded'by Bacon to uphold
the Commission's recommendation of ho position.
Motion carried with Lewis voting no.
PLANNING DEPARTMENT

Council reviewed the staff report.
Motion by Lewis, seconded by Bacon, and unanimously
Housing Element Revision -
carried to a) approve an appropriation of funds from
Michael Brandman Asso.. ..

in the amount of $38,000 for the purpose, of the Housing
Element revision, and b) approve Michael Brandman
Associates as the.consultant'for.purposes of revising
the Housing Element and authorize the Mayor and City
Clerk to execute the consultant agreement.

noted that there are ten shelters (rather than nine)

mously carried to approve the addition of $1,084.00

1) WORKERS' COMPENSATION ADMINISTRATION AGREEMENT
Council reviewed the staff report.
Motion by Bacon, seconded by McFadden, and unani-
mously carried to approve the agreement for Workers'
Compensation Administration with Colen and Lee. This
is a result of the reinstitution of the West Covina
Fire Department.
REDEVELOPMENT AGENCY Mayor Manners recessed the City Council.meeting at 8:38 pm
in order to convene the Redevelopment Agency meeting. The
City Council reconvened at 8:40 pm with Councilmember
Tarozzi remaining absent.

3) Maydr Manners shared'a plaque received from Senator
Montoya for the City's involvement with the West Covina/
Baldwin Park Dial -A -Ride.
COUNCILMEMBERS' REPORTS Mayor Pro Tem Bacon thanked Councilmember Lewis for the
report he prepared and distributed to Council on his recently
Bacon attended conference.
Manners Mayor Manners reminded Council that she was resigned from
the L.A. County Solid Waste Committee and would be happy
to forward another Councilmember's name as her replacement.
ADJOURNMENT Motion by Bacon, seconded by McFadden, and unanimously car-
ried to adjourn the meeting at 9:10 pm in memory of Tom
Lipman, a chartered member of the Civic Center Authority
who had served with distinction on that committee for ten
years. ,
