Garvey Avenue, West Covina. The Pledge of Allegiance was led -by Mayor Pro Tem Bacon and the invocation was given by Rev. Don Bommarito of United Methodist. Mayor Manners corrected the minutes of the regular meeting -of January 23 to reflect.Council approved the criteria for City tiles (not resolutions of commendations) . on Page 8. Also, Page 9 was corrected. to reflect McFadden as seconding a.motion, rather than Manners. Motion by Manners; -seconded by Lewis, and unanimously • carried to approve the minutes of.the regular meeting of January 23, 1989, as corrected.. PRESENTATIONS = Mayor Manners proclaimed February 19-25, 1989, as West Covina Visiting Nurse's Assocation of East San Gabriel Valley Week and presented,the proclamation to Audrey Proclamations ' Mitchell: Mayor Manners proclaimed February 10-17, 1989 as LIFE- SAVERS FOUNDATION OF AMERICA WEEK.and presented the proc, - lamation.to,Louis Brutocao. -. HEARING PROPOSED AMENDMENT NO. 222 TO THE WEST COVINA MUNICIPAL.CODE Mayor Manners explained that this amendment would clarify Amendment No. 222 appeal procedures within the Municipal,Code. City Clerk verified the affidavit of publication and Mayor Manners - opened the hearing. .The staff report was presented by . Planning Director Haley. Public Mayor Manners asked for public testimony in favor of the -Testimony proposed amendment and no one addressed the Council. She None then asked for comments opposing.the amendment. He urged Council's support. in general for,the expansion of landfills and submitted a sample lettei reflecting that for Council's use. Tom.Lorincz, 1020 Sandy Hook; commented on an article 'in the San Gabriel Valley Tribune casting negative overtones to the Citizens' Committee Report. Katherine Castucci, 430 S. Pima, noted that her previous request for costs of the. -special -election and the Christmas Program had not been answered. Mayor 'Manners'.staCed the cost of,the special election will be addressed later in the, meeting and referred the other request to the City Manager. Mayor Manners explained the recommendation of "No position" by the Waste Management and Environmental Quality Commission. •City Manager Fast stated that staff had Sunshine Canyon Landfill no opposition to the proposed action bf the represen- tative of Browning -Ferris Industries under Agenda .,Communications. Councilmember Lewis acknowledged the recommendation of the Commission but felt the Council should take an action to expand landfills'. - as suggested under_Agenda Communications. Motion by'Manners, seconded'by Bacon to uphold the Commission's recommendation of ho position. Motion carried with Lewis voting no. PLANNING DEPARTMENT 1), ' HOUSING ELEMENT REVISION CONSULTANT Council reviewed the staff report. Motion by Lewis, seconded by Bacon, and unanimously Housing Element Revision - carried to a) approve an appropriation of funds from Michael Brandman Asso.. .. the City's General Fund reserves to account.2313-6120 in the amount of $38,000 for the purpose, of the Housing Element revision, and b) approve Michael Brandman Associates as the.consultant'for.purposes of revising the Housing Element and authorize the Mayor and City Clerk to execute the consultant agreement. • HUMAN SERVICES DEPARTMENT - 1) BUS.SHELTER MAINTENANCE Council reviewed the ,staff report and City,Manager Fast • Ten bus shelter maintenance noted that there are ten shelters (rather than nine) with Valley Light Industries and the requested amount is $1,084.00. Motion by Bacon, seconded by McFadden, and unani- mously carried to approve the addition of $1,084.00 to the Valley Light Industries contract for FY 88/89. 2). This is a result of the reinstitution of the West Covina Fire Department. REDEVELOPMENT AGENCY Mayor Manners recessed the City Council.meeting at 8:38 pm in order to convene the Redevelopment Agency meeting. Manners Mayor Manners reminded Council that she was resigned from the L.A. County Solid Waste Committee and would be happy to forward another Councilmember's name as her replacement.
