Adjourned Regular Meeting
of the West Covina City Council
and the
Citizens Committee on Public Services & Finances
February 7, 1989
The.adjourned regular meeting of the West Covina City Council was called to order by
Mayor Manners at 6:35 pm in the City Hall Multipurpose Room, 1444 W. Garvey Avenue,
West Covina. The Pledge of Allegiance was led by Mayor Pro Tem Bacon.
ROLL CALL Mayor Manners, Mayor Pro Tem Bacon, Councilmembers Lewis,
McFadden, and Tarozzi
Others Present: - Fast, Wylie, Eliot, Miller,.Thomas, Koniarksy, Mooney
JOINT MEETING WITH CITIZENS' COMMITTEE (Con':t from 2/6)
Mayor Manners began the meeting with a recap of last night's
meeting, fhen polled the Council as to their impressions
of the needs'presented. Ali members agreed that the needs
do in fact exist.
.City Engineer,Thomas'commenced the evening's discussion
with a' presentation;of current revenue sources and new
revenue sources to address the capital and operational needs
_ identified by the committee. '
Mr. Thomas then spoke about the suggested sale of
the City's water company and the impact of such a sale.
He concluded his talk by discussing two potential funding
mechanisms: the utility users tax approach and Mello -Roos
approach.
Recess Mayor Manners called a recess at 8:00 pm. Council recon-
vened at 8:13.pm with all members present.
Committee Comments Committee members commented individually on various points
of the Mello -Roos and the utility users tax, stating their
personal preference, the benefits and drawbacks of either
funding method.

Council concluded with the following comments:
McFadden: Favored ballot measure for 4/90
Tarozzi: Favored scheduling a public hearing first
Lewis: ' ' Requested more time to study the issue
Bacon: Favored the utility users tax
Manners: Ambivalent, but leaning toward utility users
tax
Lollie Bergman,'426 S. Leaf, gave a history of the City's
water system.
Katherine Castucci, 430 S. Pima, opposed the utility users
tax method.
Royal Brown, 2153 Aroma Drive, opposed the selling of the
City's water company.

decides to pursue the utility users tax, they should add
• waste disposal and water, but exempt gas. She suggested
communicating with the citizens, rather than educating
the citizens. She also felt there should be some budget
custs before the citizens would support the issue.
ADJOURNMENT Motion by Bacon, seconded by Lewis, and unanimously carried
to adjourn the meeting at 10:38_pm.
