February 6, 1989
The adjourned regular meeting was called to order by Mayor Manners at 6:40 pm in
the City Hall Multipurpose Room, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Manners, Mayor Pro Tem Bacon, Councilmembers Lewis,
Tarozzi, and McFadden (arrived 6:44 pm)

I AMENDMENT TO LEASE, OPTION TO PURCHASE, SUBLEASE AND
OPERATING AGREEMENTS = LAKES PUBLIC PARKING BONDS
Council reviewed the staff report.
City Manager presented:
Resolution 8299 - RESOLUTION NO. 8299 - A RESOLUTION OF THE CITY COUNCIL
Amendment re Lakes OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING, AUTHORI-
public parking bonds ZING AND DIRECTING EXECUTION OF AN AMENDMENT TO A LEASE
AGREEMENT, A SUBLEASE AGREEMENT AND AN.OPERATING AGREEMENT
RELATING TO"THE LAKES PUBLIC PARKING PROJECT, AND DIRECTING
CERTAIN ACTIONS WITH RESPECT THERETO
Motion by Bacon, seconded by Tarozzi, and unanimously
carried to waive further reading of'the resolution and to
• adopt.
Councilmember McFadden arrived at 6:44 pm.
II JOINT MEETING WITH CITIZENS COMMITTEE
City Engineer Thomas presented the staff report,
reviewing the information initially presented to the com-
mittee to enable them to study and eventually make recom-
mendations to the City Council. Throughout the presenta-
tion, Mr. Thomas referred Council to handouts and wall
charts.
Recess. Mayor Manners called a recess at 8:18 pm. Council recon-
vened at 8:35 pm with all members present.
Discussion i Committee Member Justi discussed the need for after school
.._ programs andrecreational needs. Mr. Lorincz addressed
the cultural center allocation. Father_ Ray-Smith-noted•that no
matter how the capital improvement projects are to b'e^
funded, the first step is"educating the public about the
unmet needs and the consequences of failing to act upon
them.
Council congratulated the committee members for their long,
hard effort in studying and following through on this
• assignment.
