WEST COVINA CITY COUNCIL
WITH THE
BOARD OF EDUCATION OF THE ROWLAND UNIFIED •SCHOOL DISTRICT
January 30, 1989

The meeting was called'to order at 7:40 pm at the Shadow Oak Park facility, 2121
Shadow Oak Drive', West Covina, by Mayor ?fanners. The Pledge of Allegiance was
led by Mayor Manners.
ROLL CALL Mayor Manners, Mayor Pro Tem Bacon, Councilmembers Lewis,
and McFadden

INTRODUCTIONS Board of Education President'D. Anderson introduced the
members of the Board present for this meeting: Maxwell,
Boceta, A,.Anderson, and',Robison
PUBLIC INPUT SESSION
-.GEMINI WALL„
.. Mayor'Manners stated that as'a result of citizens' concerns,
this meeting was being held to receive public comment
regarding'the reopening of Gemini Street west of Kimberly
•
'Drive.She 'further explained that no action would be taken
this evening.
Staff presentations
Deputy Superintendent Angarola.presented the history of
the Gemini wall issue. Public Works Director Thomas
presented the alternatives devised by both staffs.
Mayor Manners asked for comments, requesting the speakers
to limit their comments to five minutes.
Greg Buenaventura
Greg Buenaventura, 1703 Kathleen Court, favored leaving the
wall in tact.
Ruben Vital
Ruben.Vital, 1980 E. Gemini, favored leaving the wall in
place, citing the speed of of automobiles and busses will
cause accidents.
Yolanda Acosta
Yolanda Acosta, 1827 Gemini Street, feared the potential
of gangs and crime would rise if the wall were removed.
Jay Sanchez
Jay Sanchez, 1849 June Court, suggested stop lights at
Gemini and Kimberly as well as Shadow Oak Drive and Azusa.
Ray Roach
Ray Roach, 1915 Gemini Street, favored the second or fourth
alternative. He noted that it would be a convenient short-
cut if the wall were. taken down, but dangerous to those
who live on Gemini.
Maltrus Neely
Maltrus Neely, 1831 June Court, stated.it was inconvenient
to drive around, but worth the trouble`to'�keep gangs and

graffiti out of the neighborhood. He noted that. Gemini
Street is so narrow that the drivers drive in the middle
of the street and move over when oncoming traffic approaches.
Pamela Galleger
Pamela Galleger, 1717 Gemini Street, favored leaving the
wall up.

David Deleon David Deleon, 3025 Helen Lane, noted that°neighborhoods on
both sides of the -wall want the same thing - leave the wall
up•
Joe Leon Joe Leon, 11350 E. Temple, #368, announced he was a candidate
for the school board and favored the wall remaining intact.
Max Yost Max Yost,:.1718 Kay Court, favored leaving the wall intact.
Jeannene Shanks Jeannene Shanks, 1851 Gemini; felt the majority favored the
wall remaining and the majority should rule.
Sasha Abenojar Sasha Abenojar, 1832 June Court, favored leaving the wall
intact:

Edna Nunez,.1835 June.Court, agreed with Sasha Abenojar.
Robert Shanks
Robert Shanks, 1851 Gemini, hoped the City and District
,were not at odds any more and can negotiate a way to keep
the wall intact.'
Howard Rifkin
Howard Rifkin, 1707 Kathleen Court, felt there would be a
problem with sight distances if the wall were to be removed.
Karen Hong
Karen Hong, 2652 Altamira Drive, favored Alternative No. 3
with the additions of speed bumps or reflectorized indicators
Karen Elder
Karen Elder, 1915 Yvonne Street, expressed concern for
safety around Velacourt Elementary School and wanted the
wall to remain.
George Cyhaniuk
George Cyhaniuk, 3002 Helen Lane', felt the,School Board
should not endanger the safety of children and suggested
the City install a stop sign'at Gemini and Shadow Oak Drive.
Edgar Sanchez
Edgar Sanchez, 3025 Glenhurst, urged the City to construct
the wall permanently.
Connie Munoz
Connie Munoz, 1718 Kate Court, favored keeping the wall
intact and wondered what the next step would be in this .
issue.
Alan Strother
Alan, Strother, 3011 Glenhurst, urged the Board to retain
the wall because -that is the will of the citizens.
Roosevelt Tuggle
Roosevelt Tuggle, 3008 Jacqueline Drive, would rather take
the long way around the wall than to remove it.
Art Washington
Art Washington, 3025 Kimerbly Drive, summarized points made
by other speakers, submitted a petition of approximately 200
names of neighbors•opposing the removal of the wall, and
looked forward to a decision by the School Board at their
next meeting of February 23, 1989.
School Board adjournment
Council recess
Mayor Manners commended the participants for their pre-
sentations and demeanor throughout the evening and noted
that staff has recorded their.comments.
Councilmember McFadden requested -an extensive report of
the City Attorney outlining options available at this time.
School Board president D. Anderson stated that the Board
will have a,decision by the next Board meeting of February
23, 1989.
President D. Anderson adjourned the School Board at 8:53 pm.
Mayor -Manners called a recess.at 8:53 pm and reconvened the
City Council at 9:03 pm to continue with the Council Agenda.
All members present, -except Councilmember Tarozzi.

Closed Session
Mayor Manners recessed the meeting at 9:05 pm to convene
a closed session.to confer with the.City Attorney on
litigation matters, pursuant to Section 54956.9. The
Council reconvened at 9:13 pm:

BOND CALL UP, AUTHORIZATION TO FILE LITIGATION
Council reviewed the,staff report.
Motion by Bacon, seconded,by.McFadden,,and unanimously
carried to authorize the City Attorney to .file an action
in Superior Court for collection on Bonds No._710016-S,
710017-S, and 710018-S, in the aggregate amount of
• $612,000.
