REGULAR MEETING January 23, 1989 The regular meeting of the West Covina City Council was called to order by Mayor Manners at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led.by Councilmember Tarozzi and the invoca- tion was given by_Gerald Kiemeny of West Covina Seventh-Day Adventist Church. ROLL CALL Others Present: APPROVAL OF MINUTES Mayor Manners, Mayor Pro Tem Bacon, Councilmembers Lewis, McFadden, Tarozzi Fast, Miller, Haley, Eliot., Wylie, Fry, Koniai•sky, Thomas, Keating, McClelland, Hanna, Salazar, Lucke, Berry Motion by Bacon, seconded by McFadden, and unanimously carried to approve the minutes of the regular meeting of January 9, 1989. PRESENTATIONS Mayor Manners presented a Resolution of Commendation to , Gail Brarmann, regional liaison with Southern California Edison who recently was promoted to the position of SCE's liaison with the Energy Commission in Sacramento. HEARING 1) AMENDMENT NO. 224 WALLS ON SINGLE-FAMILY PROPERTY ADJACENT TO STREETS Mayor Manners explained that the proposed amendment Amendment No. 224 relates to walls on.single-family property adjacent to street rights -of -way and places the responsibility for maintenance of those walls on the adjacent property owners. Mayor Manners opened the hearing and the presentation was given by Planning Director Haley. Mayor Manners opened the public testimony portion of the hearing and asked for comments favoring the amend- ment. No one addressed Council. She then asked for comments opposing the amendment and the following person commented: Lollie Bergman, 426,S. Leaf, noted she was not in opposition but wanted Council to consider.addressing the alley at Walnut Creek Parkway east of Glendora where there is high shrubbery blocking the view. There being no further. comments, the public testi- mony portion of the hearing was closed. Lollie Bergman, 426 S.'.Leaf, expressed concern for adequate fire protection north of the freeway in light of the dissolution of the S.G.V. Fire Authority (Agenda Item F-lc and F-ld). Mayor Manners stated the comments will be addressed at the time Council considers each of the items. City Manager Fast . reported that the City has no set fee for use of City Multipurpose Room Hall 'facilities. Councilmember Tarozzi felt non-profit organizations should not have to pay a charge to use . the room. Staff response City Manager Fast responded to"the swap meet issue, . " explaining the current swap meet policy. Staff to report back to Council with the particularsof this issue. Mayor Manners noted Council.would keep in mind Mr. Castucci's 'F;_ -comments iahen the' sign issue 'comes before Council or the Redebelopment9Agency':for consideration.
