The regular meeting of
the West Covina City Council.was called to order at 7:30 pm
by Mayor Manners in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina. The Pledge of
Allegiance was led by Councilmember Lewis and the invocation '
was given by Mayor Pro
Tem Bacon.

Motion by Bacon, seconded by Lewis, and unanimously
carried to.;approve the minutes of the regular meeting
-of December 19,'1988'and;•the special meeting of December
19, 1988. Covncilmember Tarozzi requested a report on a
back-up tape system.

Mayor Manners presented .'a proclamation to Michael Kramer,

anniversary of the Kiwanis Club of West Covina.

AGENDA AND ORAL COMMUNICATIONS
Katherine Castucci, 430 Pima Avenue, felt a monetary
contribution by the City to the Armenian earthquake
Katherine.Castucci
victims would be an inappropriate use of City funds
(Item N-4). In regards to the status report on various
projects (Item 0=1b) she wondered why the developer of
West Covina Village still owed the City $55,000.

On November 28, 1988, an application for permission to'
present latezclaim was received by the City Clerk's
Office from Walter Alphonso Horton. The amount of
claim had'not been determined at'time of presentation.
On December, 6, 1988, a claim for personal injuries was
received by the City Clerk's Office from Jason Sydnor.
The amount.of claim had not been determined at time of

2) REVIEW OF AZUSA AVENUE CAPACITY CONDITION -
TRAFFIC COMMITTEE REPORT
Traffic lanes oni Azusa Avenue Staff presentation was given by City Engineer Thomas.
Council discussed the situation and directed staff
to conduct a meeting with the residents to discuss
alternatives.
Motion by Tarozzi, seconded by Manners, and,
unanimously carried to direct staff to meet with
the residents and report back to Council in ninety

1) LOS ANGELES COUNTY HAZARDOUS WASTE MANAGEMENT PLAN
• Councilreviewed the staff report, Mayor Pro Tem
Bacon explained a So.Califr,.hazardous plan developed
and agreed upon by all the counties in So. "California
under -`the Hazardous Waste Authority, with the
exception of the County of -Los Angeles. He further
L.A. County Hazardous.Waste explained why`he felt the Los Angeles County
Management Plan, Hazardous Waste Management Plan should, be con-
ditionally approved, subject_'to the County of Los
• Angeles •joining the Southern California Hazardous
Waste Authority by July 1 „1990.
Mayor Manners suggested this matter be
again reviewed by the Waste Management and Environ-
mental Quality Commission after being informed of
the particular nuances described by Mayor Pro Tem
Bacon: The suggestion was seconded by Lewis as
a motion; and unanimously carried by the Council:
