ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
November 29, 1988
• The adjourned regular meeting of the City Council was called to order at 6:55 pm
by Mayor Manners in the West Covina High School Teacher's Cafeteria for a joint
meeting with the Board of Education of the West Covina Unified School District.
ROLL CALL Mayor Manners, Mayor Pro Tem Bacon, Councilmembers Lewis,
McFadden, and Tarozzi
Others Present: Fast, Meacham Thomas, Miller, Wylie, Berry
DINNER BREAK Mayor Manners recessed the City Council at 7:00 pm for
the joint dinner with the Board of Education. The City
Council reconvened at 7:50 pm..
COMMUNITY RESOURCE OFFICER PROGRAM AT WEST COVINA HIGH SCHOOL
West Covina High School Resource_ Officer Pete Mena presented
a status report on, the program that commenced just September
1988, in which he acts as liaison between the high school
students, school staff, and the West Covina Police Depart-
ment,
Officer Mena's emphasis thusfar as been to 1) discuss
with the students the consequences of substance abuse, 2)
• create an understanding.of police functions, 3) teach
government as it pertains to the 4th Amendment, 4) make
referrals if need be, and 5) handle arrests if warranted.
Both Police Chief Meacham and West Covina High School
Principal Furuta spoke highly of the success in improving
cooperation among the teachers, students, school distrct,
and the West Covina Police Department,
AFTER SCHOOL PROGRAMS Community Services Division Manager Miller referred to a
handout highlighting the current After School Program at
the three participating schools, Vine, Wescove, and
California,
Mayor Manners noted that government classes don't
usually refer to the functions of local government. She
suggested an appropriate level text be devised to start
educating the students on municipalities in general and
their own city specifically,
REDEVELOPMENT Superintendent Dr. Jane Gawronski reported that the draft
EIR was undergoing review and noted her appreciation to
the deletion of Edgewood High School from the EIR, as
mentioned in the EIR Executive Summary.
• SALE OF SURPLUS SCHOOL PROPERTY
The Board ?Members and City Council discussed the differences
between the two project sites: E1 Dorado school site and
the Tonopah School site.

OTHER MATTERS Mayor Pro Tern Bacon reported on.the status of the cultural
center project and encouraged any members of the School
Board to,volunteer for an appointment to the citizen's
Cultural Center. committee.
ORAL COMMUNICATIONS Lollie Bergman, 426 S. Leaf Avenue, supported the concept
of the joint meetings, but encouraged the participants
Lollie Bergman to meet without dining. She spoke on other issues as
well:
1) Urged the school district to take an active part
in child care within -the community.
2) Concerned about after school hours for middle
school students and urged the expansion of the
after school programs for that age group.
3.) Include City budget presentations in school
curriculums.
Tarozzi Councilmember Tarozzi suggested twice -a -year joint meetings
with the Board of Education, Staff to review the pos-
sibility,
McFadden Councilmember McFadden suggested the respective newsletters
of the City.and the School District report on the joint
meetings,
ADJOURNMENT Motion by Bacon, seconded by Tarozzi, and unanimously
carried to adjourn the meeting at 9:35 pm to 5:30 pm on
Monday? December 12, 1988, in the Management Resource
Center,
