REGULAR MEETING
WEST COVINA CITY COUNCIL
November 28, 1988
The regular meeting of the West Covina City Council was called to order at 7:30 pm
by Mayor Manners in the City Hall'Council Chambers, 1444 W. Garvey Avenue, West
Covina, California. The Pledge of Allegiance was led by Councilmember Lewis and
the invocation was given by Rev, Robert Beckstrom of Trinity Lutheran.

City Clerk Berry verified the affidavit of publication
and mailing. Mayor Manners opened the hearing and the
Project referred back to staff report was presented by Planning Director Haley.
Planning Commission Ms. Haley indicated that since the time of the sub-
mittal of the appeal letter, the developer -has been
addressing the Planning Commission's concerns by modi-
fying their project. Consequently, staff is recom-
mending that the matter be referred back to the Plan-
ning Commission to cbnsider the substantial changes.
After some discussion on the proper course of
action to take, Tarozzi offered a motion to refer the
matter back to the Planning Commission. The motion
was seconded by Lewis, and unanimously carried.

Mayor Manners called a recess at 7:55 pm. Council re-
convened at 8:05 pm.with all members present.

issue but favored a ballot measure on the issue of banning
fireworks for the April,.1990, general municipal election.
Milford Walker Milford Walker; 1201.Durness, stated that he had signed the
fireworks petition not realizing the Council had already
adopted an ordinance.banning fireworks. He favored a
special election to get the matter over with. (Item I-2)

CITY ATTORNEY REFERENDUM PETITION ON'FIREWORKS
Council reviewed the City Attorneys report and discussed
the options available to them. Both Councilmember Tarozzi
Fireworks Referendum and McFadden favored placing the issue of banning fire -
Special election set works on the April, 1990 General.Municipal Election. The
for March 7, 1989 other Councilmembers favored placing the issue before the
electorate as soon as possible.

further reading of the resolution and to adopt.
Motion carried with Tarozzi voting no.

National League of Cities Council -reviewed -the staff report.

City's voting delegates review the proposed amend-
ments and cast votes consistent with,the interests
of the City. Motion carried with McFadden voting no,
as he was not presented the resolutions for review.

NOES: None
ORAL COMMUNICATIONS Roy Williams, 3429 Miriam Drive, expressed his concerns
with the fireworks proponents unduly influencing the
Roy Williams election.
Oliver Riggins, 1239 Rowland Avenue, reported that Mayor
Manners had received the Covina Valley Board of Realtors
Distinction Award. He also expressed concern about Council
Oliver Riggins members coming to the meetings unprepared.
MAYOR'S REPORTS
Motion by Bacon, seconded by Tarozzi, and unanimously car-
ried to approve Resolutions of Commendation for Alice
Watkins (retiring from the Personnel Commission) and
Christine Londo (leaving the City to work for Walnut).
COUNCILMEMBERS' REPORTS
Councilmember Lewis encouraged the West Covina shopping
centers to support the Salvation Army fundraising activities

during the Christmas season,
Councilmember Lewis asked for a proclamation for Visiting
Lewis
Nurses Week (February 19 - 25, 1989).

Councilmembers Tarozzi and McFadden reminded the audience
that some of the backup material is quite lengthy and
takes time to read, and they don't feel comfortable
voting on an issue if there hasn't been enough time to
study all the backup reports,
Manners
Mayor Manners noted that Martin Luther King Week is coming
up the first part of January and staff needs to prepare
a proclamation.
ADJOURNMENT
Motion by Tarozzi, seconded by Bacon, and unanimously
carried to adjourn -the meeting at 10 50 pm to November
29, 1988 at 6:30 pm at West Covina High School.
