ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
November 21, 1988
The adjourned regular meeting of the -West Covina City Council was called to order
at 6:37 pm by Mayor Manners in the Management Resource Center at City Hall, 1444
W. Garvey Avenue, West Covina, California. The flag salute was led by Mayor Manners.
ROLL CALL Mayor Manners, Mayor Pro Tem Bacon, Councilmembers Lewis,
McFadden, Tarozzi
Others Present: Fast, Wylie, Miller, Eliot, Meacham, Day, Haley, Bonaparte,
Sassa:man, Howarth; Glover, Berry
PROPERTY MAINTENANCE Upon conclusion of slide presentations by Sr. Code Enforce-
ment Officer Bonaparte and Planning Director Haley depicting
all phases of property maintenance within residential as
well as commercial areas, Council discussed each of staff's
problems/concerns and suggested options as outlined in the
staff report. The recommended options proposed by staff
received Council's support.
In addition, Council directed staff to review other items
as well:
1 bus parking in residential neighborhoods
2 more parking restrictions for street sweeping
3 curb painting street addresses on a cyclical basis
4 address numbers for commercial buildings
5 property maintenance enforcement for unoccupied
property
6 suggest to negligent property owners that CDGB funds
are available to those who qualify for upgrading
and/or maintaining walls and plots adjacent to
public rights -of -way.
REDEVELOPMENT AGENCY Mayor Manners noted there was no business scheduled for
the Redevelopment Agency; consequently, there was no need
to call it to -order.
ORAL COMMUNICATIONS Beatrice Uribe, 1128 E, Greenville Drive, addressed the
issue of property maintenance. She encouraged the City to
ensure its own properties are maintained and to take it

Emma Fischbeck, 1137 Auburn Drive, believes standards
applied to property maintenance falls under a values
judgment. She offered some alternate wording to alleviate
discretionary wording and suggested the word aesthetics
be deleted. Since the City owns the ten feet within
thepublic rights -of -way,. the City should maintain it.T

carried to adjourn the meeting at 9:28 pm.
