REGULAR MEETING
WEST COVINA CITY COUNCIL
November 14, 1988
The regular meeting of the West Covina City Council was called to order by Mayor
Manners at 7:35 pm in the City Hall Council Chambers,.1444 W. Garvey Avenue, West
Covina. The Pledge of Allegiance was led by representatives of -the San Gabriel
Valley Council Boy Scouts of America and the invocation was given by Mr. Syd
Friested, West Covina Assembly of God.

APPROVAL OF MINUTES
Motion by Bacon, seconded by Tarozzi, and unanimously
carried to approve the minutes of the regular meeting of
October 24, 1988.

Robert Bacon
Mayor Manners presented a plaque to Mayor Pro Tem Bacon
from the Mid -Valley Community Mental Health Council for
his outstanding tenure on the Board of Directors.
Phil Ryan
Phil Ryan and Tracy Rose, winners in the Festival '88
Tracy Rose
5K and 10K runs, were the recipients of fine trophies
in their respective events, presented by Mayor Manners.
Mike Powell
A special Resolution of Commendation was presented to Mike
Powell, Olympic Silver Medalist in the long jump and
resident of West Covina. After the presentation by
Mayor Manners, the audience gave him a standing ovation.
Eastland Redevelopment
Upon request by the Mayor, City Manager Fast explained
Project Area Amendment -
the first item on the Redevelopment Agency Agenda. The
City Manager Fast
item authorizes the transmittal of a draft EIR of the
Eastland Redevelopment Project Area Amendment. He stated
that it is a draft document, not the final report, and
consequently still referred to Edgewood High School.'
The,Executive Summary, however, stated that per the City
Council's directive Edgewood High School was deleted from
the project area. It was too' costly to remove the
reference to Edgewood High School from the draft EIR,
but it will be gone -by the time the final EIR is printed.

HEARING ESTABLISH'FEES FOR POLICE RESPONSE TO LOUD PARTIES
Mayor Manners explained the -hearing is to consider the
method of assessing fees for .repeated police responses
to loud assemblages,

City Clerk Berry verified the affidavit of publication
and Mayor Manners opened the hearing. Police Chief_
• Meacham presented the staff report and Mayor Manners
opened the public testimony portion of the hearing..
No one from the audience spoke in favor or in opposi-
tion to establishing fees for police responses to loud
parties. Mayor Manners closed the public testimony por
tion,of the hearing and commenced Council discussion.

HEARING
CORRIDOR SHUTTLE
Mayor Manners stated this hearing was to consider a pro-
posed fare of twenty five cents on the Corridor Shuttle.

Mayor Manners opened the public testimony portion of the
hearing and Human Services Director Salazar -presented
the.st'aff report.
Mayor Manners asked'for-comments favoring the proposed
fare and no one addressed Council, She asked for comments
opposing the fare. Again no one addressed Council and the
public portion of the hearing was closed;
Mayor Manners felt the imposition of the twenty-five cent
fare just prior to the holidays was bad timing and sug-
gested after the first of the year. Council concurred
on beginning the fare on January 3, 1989.

Kathy Jones, 1428 Sandia, addressed Redevelopment
Agency Item I, the transmittal of the EIR to the
County Fiscal Review Committee and,taxing agencies.
She reminded Council of their previous action to with-
draw the Edgewood High School site from the EIR and
it is currently still referenced in the draft docu-
ment. Mayor Manners noted her comments would be
addressed.at the time the item comes up for consid--
eration.

6330 for the air conditioning emergency repair pro-
ject, b) approve the waiver of normal.solicitations
of bids because of the emergency nature of this re-
pair project pursuant to W,C.M.C. § 2-333-i(1), and
c) approve the contract with ACCO Air Conditioning
Company to complete the emergency repair work for
an amount not to exceed $41,116 pursuant to their
letter dated November 4, 1988.
