REGULAR MEETING
WEST COVINA CITY COUNCIL
October 24, 1988
The regular meeting of the West Covina City Council was called to order at 7:36 pm
in the City Hall Council Chamber, 1444 W. Garvey Avenue, West Covina, by Mayor
Manners. The Pledge of Allegiance was led by Councilmember Tarozzi, and the invo-
cation was given by Rev. Keith Hubbell of First Baptist Church.
ROLL CALL Mayor Manners, Mayor Pro Tem Bacon, Councilmembers Lewis,
McFadden, and Tarozzi
Others Present: Eliot, Lennard, Wylie, Haley, Miller, Thomas, Salazar,
Panas, Urban, Lucke, McClelland, Meacham, Keating, Fry,
Koniarsky, Berry
APPROVAL OF MINUTES Councilmember McFadden requested the Minutes of the regular
meeting of October 10 include his objections to some of
the League resolutions. City Clerk was instructed to
amend the minutes, if warranted.
Motion by Tarozzi, seconded by Bacon, and unanimously
carried to approve the minutes of the regular meeting of
October 10, as above noted, and the adjourned regular
meeting of October 10, 1988.

Berry noted that no written protests or objections had
been received in the matter.

Motion by Tarozzi, seconded by Bacon, and unani-
mously carried to waive further reading of the reso-
lution.
HEARING 2) SHADOW OAK COMMUNITY PARK SPECIFIC PLAN NO. 2 -
2121 SHADOW OAK DRIVE - WOODSIDE VILLAGE
Shadow Oak Park City Clerk Berry verified the affidavit of publication
Specific Plan No. 2 and mailing.. Mayor Manners opened the hearing and the
staff report was presented by Planning Director Haley.

AGENDA AND ORAL COMMUNICATIONS
John Marshal Lawrence, 280 R.W. Phillips Avenue, Pomona,
spoke to Council in regards to Redevelopment Agency Item
John Marshal Lawrence No. 1 (authorization to form the Pomona Public Financing
Authority) and voiced his objections to the issue, feeling
that the issue should be done through an ordinance. He
stated the City would be in violation of bond.law'if the
City were to proceed, as currently proposed. He also
objected to the City's Oral Communications procedure.

MP 89111 - Recommendation is to a) appropriate $40,000 from
Bus Shelter Improvements Prop A funds to MP 89111 (121-320-3914-7900) and b)
(G.M. Signs) accept the bid of G.J. Signs, Burbank, in the amount
of $34,797.05 as submitted at the bid opening on
October 13, 1988, and authorize the Mayor and City

CONSENT CALENDAR ACTION Motion by Lewis, seconded by Bacon to waive reading of the
resolution and adopt, and to approve all other items
listed on the Consent Calendar, except Item 7.. Motion
carried by roll call vote:

Ordinance 1798 adopted Councilmember.McFadden voiced his opposition to the adop-
tion of the ordinance as he favored leaving the posted
speed limit as it currently stands until the Traffic
Committee report on the school zone speed limit is avail-
able. Mayor Pro Tem Bacon explained the enforcement pro-
cess of speed limit violations and City Engineer Thomas
noted that a Traffic Committee recommendation would be
presented at the November 28 council meeting.
City Attorney Lennard read the ordinance heading.
Motion by Bacon, seconded by Tarozzi, and unanimously
carried to waive further reading of the ordinance.

PUBLIC WORKS DIVISION 1) PP 89202 - APPROVE PLANS AND SPECIFICATIONS -

carried to authorize the City Manager to execute the

1) 1989 HOUSING ASSISTANCE PLAN
Council reviewed the staff report.

Corridor Shuttle City Attorney Lennard noted that the issue involves
the implementation of a fee and requires a public
hearing. Motion by Bacon, seconded by Lewis, and
unanimously carried to notice a public hearing for
November 14, 1988, or as soon as feasible.
OPERATIONAL SERVICES DIVISION
PERSONNEL DEPARTMENT
1) 1988/89 PETITION FOR FORMAL RECOGNITION - UNITED
FIREFIGHTERS OF COVINA/WEST COVINA LOCAL 2415 AFL-CIO
Council reviewed the staff report.
88/89 Formal Recognition - Motion by Bacon, seconded by Lewis, and unanimously
firefighters carried to grant formal recogition to the United Fire-
fighters of Covina/West Covina, Local 2415, AFL-CIO as
the majority representative of that bargaining unit for
the term beginning October 25, 1988 and ending October
24, 1989.
2) REQUEST FOR LEAVE OF ABSENCE WITH PAY - PATRICK N. DUGGAN
Council reviewed.the staff report.
Leave of.Absence with pay - Motion by Bacon, seconded by Lewis, and unanimously

Mayor Manners recessed the City Council meeting at 8:14 pm
to convene the Redevelopment Agency meeting. The City
Council reconvened at 8:19 pm.

MAYOR'S REPORTS Motion by Manners, seconded by Bacon, and unanimously
carried to approve a resolution of commendation for
• the Japanese Community Center in celebration of their
Japanese Community Center 15th anniversary.
COUNCILMEMBERS' REPORTS Mayor Pro Tem Bacon announced the birth of his first
Bacon grandson.
Manners Mayor Manners announced an upcoming fundraiser scheduled
for November 21 between 5 pm and 11 pm at the E1 Torito
Restaurant, West Covina, for Life Savers, an organization
matching bone marrow doners to recipients.
Closed Session City Attorney Lennard recommended that the City Council
recess to a closed session pursuant to Government Code
54956.9(b)2 to confer with and receive advice from its
legal counsel to determine if there is significant
exposure to litigation.
Motion by Bacon; seconded by Manners, and unanimously
carried to recess to closed session at 8:30 pm.
Council reconvened at 8,45 pm and took no action.
City Attorney Lennard did announce that he would be
sending a letter to Council regarding BKK litigation
announcing that a permanent injunction has been issued.
• ADJOURNMENT Motion by Tarozzi, seconded by Bacon, and unanimously
carried to adjourn the meeting at 8:46 pm to 8:00 am on
Saturday, November 12, 1988 at Kellogg West.
