10-10-1988 - Regular Meeting - MinutesL� M I N U T E S WEST COVINA CITY COUNCIL REGULAR MEETING October 10, 1988 The regular meeting was called to order at 7:30 pm by Mayor Manners in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Councilmember McFadden and the invocation was given by Rev. Lawrence Cole of Community Presbyterian.. ROLL CALL Mayor Manners, Mayor Pro Tem Bacon, Councilmembers Lewis, McFadden, Tarozzi Others Present: Fast, Lennard,.Thomas, Miller, Eliot, Haley, Wylie, Krieger, Salazar, Jung, Holmes, Berry APPROVAL OF MINUTES Motion by Lewis, .seconded,by Bacon, and unanimously September 26, 1988 carried to approve the Minutes of the special meeting held September 26, 1988. In regards to a minute motion of September 26, 1988, requiring Councilmember McFadden and the City Clerk to review the Council meeting tape of September 12 for possible correction, Mayor Pro Tem Bacon noted that the review had taken place and the Minutes of September 12th stand as approved on September 26, 1988. Motion by Bacon, seconded by Manners, and unani- mously carried to approve the Minutes of the regular September 26, 1988 meeting held September 26, 1988. Mayor Manners noted that the Wa'ste•Management and Environmental Quality Commission was directed, as well as staff, to study the items of concern to Council as reported in the Minutes of October 3, 1988. Motion by Bacon,.seconded by Lewis, and unanimously carried to approve the Minutes of the adjourned regular October 3, 1988 meeting of October 3, 1988, as above noted. PROCLAMATION Mayor Manners proclaimed October 23 through 30, 1988 as RED RIBBON WEEK. PRESENTATION Mr. Howard Hawkins, Director of the Metropolitan Water District presented a status on the water situation in California. This item was moved forward from the Agenda so the audience would have an opportunity to Mr. Howard Hawkins (MWD) hear his -report. HEARING CONSOLIDATED HEARING RE: PRECISE PLAN NO. 810, TENT. City Clerk Berry verified the affidavit of mailing and publication. Mayor Manners opened the hearing and the staff report was presented by Planning Director Haley and City Engineer Thomas. Mayor Manners opened the public testimony portion of the hearing and asked for comments favoring the matter, and the following addressed Council: Bob Bozzani, 1800 E. Garvey, applicant Orval Paul, representing West Covina Nissan Jeff Turk, representing Hassen Imports Mayor Manners asked for comments in opposition to the matter and the following addressed Council: Linda Robinson, 1838 Norma Avenue Bob Casper, 2018 Norma Avenue, with petition signed by 20 other neighbors Sue Lughai, 2111 E. Winston Royal Brown, 2153 Aroma Drive Claude Sandoval, 2017 Norma Avenue Phillip Pasos, 2007 Norma Avenue Mayor Manners asked for rebuttal comments and no one addressed the Council. The public testimony portion was closed and Mayor Manners commenced Council discussion Council.discussion Upon conclusion of the discussion, Council .decided to vote on each particular issue one by one. Motion by Bacon, seconded by McFadden to approve Landscape contract a City landscape contract for landscape maintenance. Motion carried by the following vote: AYES: McFadden,.Lewis, Bacon, Manners NOES: Tarozzi Motion by Bacon, seconded by Tarozzi to approve a 20 foot setback.. Motion carried by the following vote: Twenty -foot setback AYES: Tarozzi, Bacon, Manners NOES; McFadden, Lewis Motion by Bacon, seconded by McFadden to approve a 6 foot wall with wrought iron for security purposes Six-foot wall and decorative masonry. AGENDA AND ORAL COMMUNICATIONS Jack Rubens, attorney for Jack in the Box, addressed Agenda Item E-.1 (UUP No. 365. and Variance No. 905), requested Council consideration for a continuance in the matter for his clients to meet with the adjacent Jack Rubens senior citizens apartment residents." LeRoy Hotz, 1045 E. Cameron, addressed Council con- cerning Agenda Item.D-2 (speed limits on Cameron) and felt the -speed limit should' -not be -raised because of the four schools located in the area. He was especially LeRoy Hotz concerned about Emmanuel Lutheran School on Service. Ann Grivith, 1226 E. Service Avenue, agreed with Mr. Ann Grivith Hotz's statements. Norma Woodward Norma Woodward, address unknown, agreed. • Carolyn Mershon, 922 W. Michelle, asked about the up - Carolyn Mershon coming study,for a civic auditorium. Mayor Manners thanked the audience for their comments and closed this portion of the Agenda.
