WEST COVINA CITY COUNCIL
October 3, 1988
• The adjourned.regular meeting of the West Covina City Council was called to order
at 6:45 pm in the City Hall Management Resource Center, Room 315, 1444 W..Garvey
Avenue, West Covina. Mayor Manners led the Pledge of Allegiance.

CITIZEN OF THE YEAR AWARD BANQUET
Council reviewed the staff report and asked for clarifica-
tion on the policy involving -use of City facilities for
wine and beer., City Manager Fast responded, and presented:

OF COMMERCE ON NOVEMBER 10, 1988
Motion by Bacon, seconded by Tarozzi, and unanimously
carried to waive further reading of the resolution and to
adopt.
WASTE MANAGEMENT AND RECYCLING OPTIONS FOR CITY OF WEST COVINA
After an introduction by City Manager Fast covering past
actions bringing Council up to tonight's meeting, the
staff presentation was given by Community Services
Director Miller. Mr. Miller discussed various options
relating to waste reduction, recycling, automated refuse
pickup, waste -to -energy landfills, and generally discussed
the waste management crisis and the options available to
the City. The primary thrust of the presentation was to
gain direction from Council on which avenues to pursue.
Staff would develop reports for action based on the
direction from Council.
Roy Proctor of West Covina Disposal addressed the dif-
ferent types of containers and necessary equipment to
handle various program. He expressed an interest in
recycling and automated trash pick-up, but was concerned
about designing a system to.fit West Covina and the
economics of each program.
Council expressed interest in banning non-biodegradeable
plastics and styrofoam within the City and City facilities;
imposing business paper recycling in the City Hall; and
addressing other waste management issues as they arise.
• Mr. Miller indicated a complete, detailed pilot program,
incorporating Roy Proctor and any other pertinent agency
representatives, would take six to nine months to com-
plete. Educating the public on the need for participation
was also discussed.

Council referred the matter to the Waste Management and
Environmental Quality Commission and staff with a
direction to concentrate their efforts on banning non-
biodegradeable packaging, recycling office paper,
automated trash pickup, and curb side pickup for
recyclable glass, cans, and paper.
ORAL COMMUNICATIONS Royal Brown, 2153 Aroma Drive, suggested the landfill
set aside an area on site to compost vegetation brought
Royal Brown in by gardners and homeowners.
Maxine Litner of Walnut suggested Council consider pur-

ADJOURNMENT Motion by Manners, seconded by McFadden, and unanimously
carried to adjourn the meeting at 8:22 pm to 6:30 pm on
Monday, October 10, 1988, in the Management Resource
Center.
