ADJOURNED REGULAR MEETING
OF THE WEST COVINA CITY COUNCIL
June 8, 1988
The adjourned regular meeting of the West Covina City Council was called to order by
Mayor Manners at 5:40 pm in the Management Resource Center, Room 315, City Hall, 1444
W. Garvey Avenue. The Pledge of Allegiance was led by Councilmember Tarozzi.

I CITY MANAGER'S/DIVISION MANAGERS' PRESENTATIONS OF 1988/89 BUDGET
Continuing with division presentations, Operational Services
Division Manager Thomas presented the recommended appropri-
Operational Services ations for the departments within:_the division.
Division After some discussion on the retention of council
tapes, staff was directed to continue retaining them for
six months as currently practiced even though the retention
schedule indicates recycling after 90 days.
Fiscal Services Assistant City Manager Eliot, presented the recommended
. appropriations for Fiscal Services, the departments of
Fiscal Services, City Treasurer, and Risk Management. He
explained that expenditures for Risk Management are divided
among all the other departments in the City, as are Repro-
graphics and Fleet Management.
Recess Mayor Manners called a recess at 6:57 pm for a dinner break.
Council reconvened at 7:40 pm with all members present.
General Administration General Administration recommended appropriations were pre-
sented by Assistant to the City Manager Wylie.
Redevelopment Agency. Recommended appropriations for Redevelopment were presented
by Assistant Executive Director Eliot.
Recess Mayor Manners called a short recess at 8:56 pm and the
Council reconvened at 9:03 pm.
Capital Improvement City Engineer Thomas presented the Capital Improvement
Program Program encompassing currently budgeted projects, proposed
projects, and projected listed on the deficiency list
being studied by the Citizens'. Committee. He explained
the priority quidelines used in determining which projects
needed the most attention and the source of funding for
each.
Council Discussion Council discussion commenced with a wrapup of the next
steps in the budget process by City Manager Fast. Mayor
Pro Tem Bacon asked for and received -.a -concurrence on

the budgetary philosophy that a) there would be no change
. in the level of service, and b) there would be a continuance
in reducing the.City's reliance on surplus funds to balance
the budget. This'would"be'to avoid the depletion of reserve;
in the event the City had an emergency situation and needed
those funds.
Councilmember Tarozzi stated his disappointment in
the past three days of presentations of programs, activities,
and projects. He would rather have spent them going through
the line item accounts.
Council discussed in depth the situation of a school
resource officer at West Covina High School. Upon a
clarification by the Police Chief on the purpose and level:
of experience required for the position, motion by Tarozzi,
seconded by Bacon to allocate the position from drug
enforcement monies in the amount of $59,000. The.motion
carried by.the following vote:
AYES: Tarozzi, Bacon, Manners
NOES: McFadden, Lewis
Those voting in opposition preferred waiting for a final
report on the situation before taking action.
ORAL COMMUNICATIONS Katherine Castucci, 430 S. Pima, noted her support of the
. school resource officer on campus.
ADJOURNMENT Mayor..Manners adjourned the meeting at 10:33 pm.
