05-23-1988 - Regular Meeting - Minutes• M I N U T E S REGULAR MEETING WEST COVINA'.CITY COUNCIL May:23, 1988 The regular meeting of the West Covina City Council was called to order by Mayor Manners at 7:30 pm in the West Covina Library Conference Room, 160:1 West Covina Parkway, West Covina. The Pledge of Allegiance was led by Councilmember'Tarozzi, and the invocation was given by Reverend Keith Hubbell, First Baptist Church. Mayor Manners also introduced visiting County Counsel of Eggmont, New Zealand, Mr. Geoffrey Johnston. Father Ray Smith explained that his guest was here to watch his daughter graduate from West Covina High School. She has been part of the exchange student program. Councilmember Tarozzi introduced his wife's aunt and uncle, visiting from Queens, New York: Frank and Josephine Clay; and his mother-in-law from Covina: Catherine Phiffer. Katherine Castucci, 430 S. Pima, noted that the recommenda- tions for C-2 and C-3 are to hold over the matters and she asked if the hearings would be posted again. PP 88205 - Motion by Bacon, seconded by Lewis, and unanimously Plans & specs approved carried to a) establish PP 88205, b) transfer $11,900 from Account 110-320-2244-7150 in the Operating Budget to PP 88205 (1.10--320-3824-7700), and c) aprpove plans and specifications for PP 88205 and authorize the City Engineer to call.for bids. 2) MP 87148 - APPROVE PLANS AND SPECIFICATIONS - REMOVAL OF UNDERGROUND FUEL TANKS Mp 87148 - Council reviewed staff's report. OPERATIONAL SERVICES DIVISION PERSONNEL SERVICES 1) ISSUANCE OF SUBPOENAS BY LEGISLATIVE BODY Issuance of Subpoenas Council reviewed staff's report. M6tion'by McFadden, seconded by Bacon, and unani- mously carried to approve the issuance of seven sub- poenas and direct the Mayor and City Clerk to execute the same. PUBLIC SAFETY DIVISION No items scheduled for this meeting. REDEVELOPMENT AGENCY MEETING Mayor Manners recessed the City Council meeting to con- vene the Redevelopment Agency meeting at 7:45 pm. The City Council meeting reconvened at 7:48 pm. CITY MANAGER 1) STUDY SESSION CALENDAR Council reviewed staff's report. Katherine Castucci, 430 S. Pima, also requested the status of the staff report regarding her questions about a recent promissory note between the Redevelopment Agency and one of Katherine Castucci the developers in the City. APPEAL OF PLANNING COMMISSION DECISION TO APPROVE PRECISE PLAN NO. 801, REVISION 1 (Vincent Manno; Northeast corner of Azusa Avenue and Pioneer Drive) Mayor Manners explained the purpose of the hearing was to consider an appeal to the Planning Commission's decision regarding this matter. Deputy City Clerk Mooney verified the affidavit of publi- cation and mailing, and Mayor Manners opened the hearing. The staff report was presented by Planning Director Haley, and she referred to a.letter received on May 23, 1988, from the Appellant, Jaynee Salan. Mayor Manners opened the public testimony portion of the hearing and asked for comments favoring the original request. The following spoke: Mr. Doonan, the applicant's attorney Mayor Manners asked for comments opposing the original request (favoring the appeal) and the following spoke: Gary Ude, appellant's attorney Oliver Riggins, 1239 W. Rowland Don Moon, 1819 Pioneer Mayor Manners asked for comments in rebuttal, addressing the comments raised in opposition and the appli- cant's attorney spoke - Mr. Doonan: Mayor Manners closed the public testimony portion of the hearing and commenced Council discussion. Council discussion Council discussed the wall, future no parking on the street, and other conditions of the precise plan. Councilmember Tarozzi felt the no parking on the street and time limita- tions of business operations were unfair to the applicant. City Attorney presented: Resolution 8191 - RESOLUTION NO. 8191 - A RESOLUTION OF THE CITY COUNCIL Precise Plan 801, Rev. 1 OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING PRECISE PLAN OF DESIGN NO. 801, REVISION 1 (Vincent Manno) Motion by Bacon, seconded by Tarozzi, and unanimously carried to waive further reading of the resolution. Motion by Bacon, seconded by Lewi's to adopt the resolution. JOINT PUBLIC HEARING - SECOND IMPLEMENTATION AGREEMENT - THE LAKES PROJECT ....... ..... . Second Implementation Mayor Manners stated the purpose of the joint hearing Agreement was to consider the approval of a Second Implementation Agreement to the Restateed Disposition and Development Agreement between the Redevelopment Agency and Watt Invest- ment Properties, Inc. Hearing opened Deputy City Clerk Mooney verified the affidavit of publica- tion and Mayor Manners opened the hearing. The staff report was presented by Project Manager Johnson who recommended that the matter be held over until June 13, 1988. Matter held over Motion by Bacon, seconded by Tarozzi, and unanimously car - to 6/13/88 ried to hold over the matter until June 13, 19'88., JOINT PUBLIC HEARING - THE LAKES PUBLIC PARKING FACILITIES HEARING PROJECT The Lakes public parking Mayor Manners stated the purpose of the joint hearing was to consider the sale of $8,300,000 in 1988 Lease Revenue project Refunding Bonds for'the development of The Lakes public • parking structure. Matter held over Motion by Lewis, seconded by Bacon, and unanimously carried to 6/13/88 to hold over the matter until June 13, 1988. Mayor Manners recessed the Redevelopment Agency at 9:10 pm in order the continue the City Council Agenda. ORAL COMMUNICATIONS (CONT) Carolyn Mershon, 922 W. Michelle, read a letter informing the new councilmembers of her interest in a performing Carolyn Mershon arts center for West Covina..._She'understands'_that the Citizens' Committee report was completed ten weeks ago and has not as yet.been presented to the Council; and further, there is no mention of a performing acts center .in the report. Lollie Bergman, 426 S. Leaf, hopes that there is more Lollie Bergman open communication and disclosure of parking structure bonds already in existence when Council discusses the $8.3 million Lease Revenue Refunding Bonds for The Lakes • parking facility. She also felt that parking structures could be more architecturally appealing. On another matter, she reminded•Council of results of parking restric- tions in other business areas in the City. Mayor Manners closed Oral Communications and the following comments were offered: a) The subject of a cultural center is scheduled for a July 18th study session in conjunction with the Citizens' Committee Report. - 6 - CITY .COUN.CIL MINUTES May 23, 1988 Page Seven MAYOR'S REPORTS 1) EXPIRATION OF COMMISSIONERS' TERMS: • PROCEDURE FOR APPOINTMENTS Council reviewed the staff report and discussed the process. Motion by Bacon, seconded by Tarozzi, and unanimously carried to approve theprocess as outlined. COUNCILMEMBERS' REPORTS Councilmember Tarozzi reported on the New Councilmembers Conference in San Francisco that Councilmembers McFadden, Tarozzi Lewis, and Tarrozzi attended, along with the City Manager: and related that it was very worthwhile. Councilmember McFadden remarked that there is a lot of work McFadden that councilmembers do in conjunction with the other committees that they sit on as liaisons for the City.
