04-19-1988 - Regular Meeting - MinutesM I N U T E S ADJOURNED REGULAR MEETING WEST COVINA CITY COUNCIL April 19, 1988 The adjourned regular meeting of the West Covina City Council was'called to order at 7:40 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, by Mayor Chappell. The Pledge of Allegiance was led by the Mayor. ROLL CALL Mayor Chappell, Mayor Pro Tem Manners, Councilmembers Bacon, Tennant, Lewis Others Present; Mooney, Fast, Jung, Berry, Wylie, Thomas, Miller, Eliot, Yoshizak Dowdey, Fry, Salazar, Meacham ADOPTION OF RESOLUTION - CERTIFICATE OF CANVASS OF GENERAL MUNICIPAL ELECTION HELD APRIL 12, 1988 Council reviewed the City Clerk's Report and City Manager Fast presented: Resolution 8175 - RESOLUTION NO. 8175 - A RESOLUTION OF THE CITY COUNCIL Results of 4/12/88 OF THE CITY OF WEST COVINA, CALIFORNIA, RECITING THE FACTS municipal election OF THE GENERAL MUNICIPAL ELECTION HELD APRIL 12, 1988, DECLARING THE RESULTS AND OTHER SUCH MATTERS AS PROVIDED BY LAW Motion by Bacon, seconded by Tennant, and unanimously • carried to waive further reading of the resolution and to adopt, OATH OF OFFICE FOR CITY CLERK Mayor Chappell presented a Resolution of Commendation to retiring City Clerk Helene M. Mooney, who in turn conveyed her appreciation in serving the City for the last eight years. City Clerk Mooney administered the Oath of Office to the newly elected City Clerk, Janet M. Berry. OATH OF OFFICE FOR CITY TREASURER City Clerk Janet Berry administered the Oath of Office to the newly elected City Treasurer, Charlene C. Jung.' PRESENTATION OF MAYORAL PLAQUE TO MAYOR CHAPPELL Mayor Pro Tem Manners presented the Mayoral Plaque to Mayor Chappell, Council praised Mayor Chappell's dedication and service to the City during his tenure of twenty years.. Mayor Chappell appreciated the comments and bid farewell to the .Council amidst a standing ovation from the audience. . Council also bid farewell to outgoing Councilmember Forest Tennant, who had elected not to run for a third term. OATH OF OFFICE FOR CITY COUNCILMEMBERS Robert 0. Young, Citrus Municipal Court Judge, administered the Oath of Office to the newly elected councilmembers, - 1 - CITY COUNCIL MINUTES April 19, 1988 Page Two Bill Tarozzi and Bradley McFadden, and reelected Council - member Nancy Manners. Upon conclusion of the swearing -in ceremony, they assumed the vacant seats at the Council dais. The remaining councilmembers welcomed the newcomers to their posts and the new councilmembers expressed their appreciation to their campaign committees and the voters of the City. REORGANIZATION OF CITY COUNCIL City Clerk Berry conducted the election of Mayor. Council - member Bacon nominated Councilmember Manners. Nominations Nancy Manners were closed as there were no other nominations for the elected Mayor Office of Mayor. Motion by McFadden, seconded by Bacon, and unanimously carried to elect Nancy Manners to the Office of the Mayor for the City of West Covina. Mayor Manners wound down her acceptance speech with the --following areas that"_ -'she planned to address during her mayorship: a) Increase citizen participation in local government b) Implement more .consistency in filling vacancies - on the City boards and commissions c) Pursue the baning of safe and sane fireworks • d) Increase Council audience attendance e) Streamline the Council Agenda f) Relocate Oral Communications 'c.loser: to- -the beginning ofi the: meeting g) Pursue a recycling program for the City. Mayor Manners conducted the election of Mayor Pro Tem. Councilmember Tarozzi nominated Councilmember Bacon. Nomi- Robert Bacon nations were closed as there were no other nominations for elected Mayor Pro Tem the Office of Mayor Pro Tem. Motion by Lewis, seconded by McFadden, and unanimously carried to elect Robert Bacon as Mayor Pro Tem of the City of West Covina. Mayor Pro Tem Mayor Manners recommended the Mayor Pro Tem be designated designated as San. as the Alternate to the Los Angeles County Sanitation Dist. Alternate District Board of Directors, as traditionally the post has been delegated'to the Mayor Pro Tem. Motion by Manners, seconded by Lewis, and unanimously carried to designate Mayor'Pro Tem Bacon as Alternate to the Los Angeles County Sanitation District'Board of Directors. ORAL COMMUNICATIONS Katherine Castucci, 430 Pima Avenue, congratulated the new members of the Council and promised to continue • Katherine Castucci participating in governmental affairs. William G. Beem, 549 N. Foxdale Avenue, encouraged Council William G. Beem to remember the small merchant. - 2 - CITY COUNCIL MINUTES April 19, 1988 Page Three Jack Stinson, 320 S. Citrus Street, felt the City of West • Jack Stinson Covina was a '=star city" because the Council has been so supportive and responsive to the needs of the handicapped. Jim Jacks Jim Jacks, 957 S. Pima Avenue, chairman of NOTCH BABIES, wished success to the new Council. ADJOURNMENT Motion by Bacon, seconded by.Tarozzi, and unanimously carried to adjourn the meeting at 8:55 pm.
