02-29-1988 - Regular Meeting - MinutesM I N U T E S ADJOURNED REGULAR MEETING OF THE WEST COVINA CITY COUNCIL AND THE RECREATION AND PARKS COMMISSION February 29, 1988 '• The adjourned regular meeting of the West Covina City Council was held -it Reuben's Restuarant, 2200 E. Garvey Avenue, West Covina. The meeting was called to order at 6:40 pm. CALL TO ORDER OF THE CITY COUNCIL Present: Mayor Chappell, Mayor Pro Tem Manners, Councilmember Bacon Absent: Councilmembers Tennant, Shearer (erxeuseci) Others Present: Fast, Miller, Salazar, Wylie, Berry CALL TO ORDER OF THE RECREATION AND PARKS COMMISSION Present: Chairman Fischbeck, Vice Chairman Riggins, Commissioners Turney, Williams, Dal -Cerro APPROVAL OF CITY TILE AND RESOLUTION OF COMMENDATION = HELENE M. MOONEY Motion by Manners, seconded by Bacon, and unanimously carried to approve a City tile and resolution of commen- dation for retiring City Clerk Helene M. Mooney • Dinner Break Mayor Chappell called a recess at 6:40 pm and the meeting reconvened at 7:50 pm, RECREATION ENHANCEMENT PLAN Introductory remarks were given by Human Services Director Salazar, emphasizing the goal of the plan is to enhance, not just maintain the status quo, and to find ways to finance recreation enhancements outside the general fund. Upon conclusion of the discussion, motion by Bacon, seconded by Manners, and unanimously carried to authorize staff to proceed with its preparation. AUTUMN FESTIVAL Introductory remarks were given by Recreation and Parks Commission Chairman Fischbeck who noted that the Commission was recommending an annual festival, rather than either a spring or autumn festival. Discussion coverdd the purpose of a festival, the failure of the Heritage Fair, locating the_' -,festival at -the -._civic center, and community involvement. Motion by Manners, seconded by Bacon, and unanimously carried to approve annual: -festival activities and authorize staff to proceed with the necessary preparations. ORAL COMMUNICATIONS No one addressed either the Commission or the Council. ADJOURNMENT OF THE RECREATION AND PARKS COMMISSION Motion by Riggins, seconded by Dal Cerro, and unanimously carried to adjourn the meeting at 8:48 pm.
