REGULAR MEETING
WEST COVINA CITY COUNCIL
February 22, 1988
• The regular meeting of the West Covina City Council was called to order at 7:30 pm
by Mayor Chappell in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina, California. The Pledge of Allegiance was led by Brownie Troop 419 and the
invocation was given by Rev. John M. Reynolds, Congregational Church of the Good
Shepherd.

PRESENTATIONS Mayor Chappell proclaimed the week of March 6-12, 1988, as
GIRL SCOUT WEEK and presented the proclamation to Elaine
Girl Scout Week Galvary, Brownie Troop 419 Leader.
Mayor Chappell proclaimed the week of March 20-26, 1988, as
Safety for Senior Citizens SAFETY FOR SENIOR CITIZENS WEEK and presented the procla-
mation to Robin Koons of General Telephone and Corporal
Lori Brock of the West Covina Police Department. In turn,
• they presented advanced copies of SAFETY FOR SENIORS
brochure to the Council.

REDEVELOPMENT AGENCY
Mayor Chappell recessed the City Council meeting at 7:44 pm
to convene the Redevelopment Agency meeting. The City
Council reconvened at 8:00 pm to participate in the followin
joint public hearing with the Redevelopment Agency.
HEARING
JOINT PUBLIC HEARING - DISPOSIT.ION AND DEVELOPMENT AGREEMENT
(Interstate Hotels)
Mayor Chappell explained that the purpose of the hearing
DDA - Interstate Hotels
is to consider a DDA between the Redevelopment Agency and
Interstate Hotels Corporation #106.
City Clerk Mooney verified the affidavit of publication, and
Mayor Chappell opened the hearing. The staff report was
presented by Redevelopment Manager-Yoshizaki who stated

HEARING ADOPTION OF THE 1985 EDITIONS OF THE BUILDING, HOUSING,
MECHANICAL, PLUMBING, SIGN, SOLAR ENERGY, ABATEMENT OF
DANGEROUS BUILDINGS, AND THE 1987 EDITION OF THE ELECTRICAL
CODE.
Adoption of Uniform Mayor Chappell explained that the purpose of the hearing
Codes and amendments was to consider the adoption of above stated uniform codes.
City Clerk Mooney verified the affidavit of publication and
Mayor Chappell opened the hearing.
Building and Safety Director Fowler presented the staff
report and Mayor Chappell opened the public testimony
portion of the hearing.
Public_Testimony, Mayor Chappell asked for oral comments in favor of the
adoption of the uniform codes, and no one addressed Council.

ZONE CHANGE NO. 599 AND FINAL ENVIRONMENTAL IMPACT REPORT
(Queen of the. Valley Hospital)
• Mayor Chappell explained that Queen of the Valley Hospital
General Plan Amendment has requested approval of a General Plan Amendment from
No. 1986-1, Zone Change "Office" to "Planned Development" and a Specific Plan which
No. 599 will serve as the sites master plan and zoning.
City Clerk Mooney verified the affidavit of publication
and mailing. Mayor Chappell opened the hearing -and Planning
Director Haley presented the staff report.

Councilmember Tennant requested a status report on the

Covina could take in seeing that it's opened soon.
Closed Session City Attorney recommended the City Council recess to a close,
session to to consider pending litigation pursuant to
Government Code Section 54956(i)and receive advice from
its City Attorney. The matters to be discussed:
