01-18-1988 - Regular Meeting - Minutes• • M I N U T E S ADJOURNED REGULAR MEETING WEST COVINA CITY COUNCIL AND THE HUMAN RESOURCES COMMISSION January 18, 1988 The adjourned regular meeting of the West Covina City Council was called to order at 6:40 pm at Reuben's Restaurant, 2200 E. Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Mayor Chappell. CALL TO ORDER OF THE CITY COUNCIL Present: Mayor Chappell, Mayor Pro Tem Manners, Councilmembers Shearer and Bacon Absent: Councilmember Tennant CALL TO ORDER OF THE HUMAN RESOURCES COMMISSION Present: Chair Ramirez, Vice Chair.Ragan, Commissioners Siemack, Lacey, Ruch, and Jackson Absent: Commissioner Hanes Others Present: Fast, Miller, Meacham, Salazar, Wylie, Berry 1988/89 COMMUNITY DEVELOPMENT PROGRAM Recess CITY IN TRANSITION Human Services Director Salazar and Human Resources Chair Ramirez presented the proposed expanded housing loan package designed to increase the.revolving of federal funds. Council asked questions regarding the impact of the.proposal on the ongoing programs, partic- ularly the barrier removal program. Mr. Salazar explained that flexibility would be the key to maintaining the barrier removal program while expanding the current housing loan package. As long as the barrier removal program continued, staff.was encouraged to move ahead with the proposal. Mayor Chappell called a recess at 7:10 pm for a dipper break. The meeting reconvened at 8:05 pm. The City Council members -and the Commissioners discussed an initial analysis.of the changing demographics of the City through a meeting with.the superintendents of the three unified school districts of West Covina, the:` Chamber of Commerce, Police Department and City staff. Staff was encouraged to proceed with their plans for a Fall Festival, tentatively scheduled for October, 1988. ORAL COMMUNICATIONS No one addressed the City Council or Commission. . ADJOURNMENT OF THE HUMAN RESOURCES COMMISSION Motion by Ruch, seconded by Ragan, and unanimously carried to adjourn the meeting at 8:35 pm.
