AN ADJOURNED REGULAR MEETING
OF THE WEST COVINA CITY COUNCIL AND A DINNER
MEETING WITH THE WEST COVINA UNIFIED SCHOOL DISTRICT
BOARD OF EDUCATION TRUSTEES
November 30, 1987
The adjourned regular meeting of the West Covina City Council was called to order
by Mayor Chappell at 5:47 pm at Reuben's Restaurant, 2200 E. Garvey Avenue, West
Covina.

Recess
Mayor Chappell recessed the meeting at 6:00 pm for a
dinner break. The meeting reconvened at 7:10 pm to
continue with the agenda.
GENERAL DISCUSSION
City Manager Fast explained the City's organizational
chart, noting department heads and thefunctions of each
department.
Superintendent Gawronski explained the School District's
organizational chart, noting their divisions and managers.
Several operations and programs, such as the Mentor
Teachers.Program; were explained.
The last handout was a listing of the current cooperative
arrangements experienced between the City of West Covina
and the West Covina Unified School District. These
items were explained and the concept of sharing expertise
was added to the list as a welcomed objective.
Differences between the operations' -were discussed,._as in
regulations and laws governing the ability to contract
out for services, joining other agencies in purchasing
equipment at reduced costs, and the parameters surrounding
revenues.
Councilmember Tennant expressed his appreciation for the
location given by the School District for the West Covina
Playhouse.
Mayor Pro Tem Manners suggested periodic meetings at the
staff level.,for brainstorming and exchange of ideas.
Trustee Welts noted that the School Board was supportive
of open communication.
Councilmember Tennant spoke of the importance of the
elective officials of both bodies speaking to each other
and passing information down to their staffs. He would
like to see the chain of command stay strong as it is now.

ORAL COMMUNICATIONS
Lollie Bergman, 426 S. Leaf, spoke about the need for
child care in West Covina and encouraged the two bodies
to meet often but not necessarily for dinner.

ADJOURNMENT Upon adjournment of the West Covina Unified School
District Board meeting, Manners motioned, Shearer
seconded, and the motion carried to adjourn the City
• Council meeting at 8:15 pm to Monday, December 21, 1987,
at 7:30 pm in the City Hall Council Chambers.
