Garvey Avenue, West Covina, California. The Pledge of.Allegiance was led.by Mayor Chappell and the invocation was given by Pastor Dennis Nelson of Christ Lutheran Church. Precise Plan 726, Rev. 1 - Motion by Bacon, seconded by Manners, and unanimously status report carried to direct the City Attorney to transmit a letter to Mr. McCleary outlining project deficiencies and to .'::schedule an office.conference between Mr:: McCleary, City Attorney and City staff, "prior`to,'drecting_ the+ Planning Commission to conduct a public hearing to revoke the precise plan. OPERATIONAL SERVICES DIVISION No items scheduled for this meeting. PUBLIC SAFETY DIVISION COMMUNICATIONS 1) RENEWAL OF RADIO MAINTENANCE AGREEMENT Council reviewed the staff report. Radio Maintenance Agree- Motion by Bacon, seconded by Chappell, and unanimously ment with Radio Lab carried to approve the renewal of the Radio Maintenance extended one year Agreement with Radio Lab for a period of one year and authorize staff to process a purchase order for such extension. 2) AMENDMENT TO ALARM SYSTEMS ORDINANCE • Council reviewed the staff report. At 7:49 pm the Redevelopment Agency was recessed to continue • with the City Council agenda. CITY MANAGER 1) SERVICE AUTHORITY. FOR FREEWAY EMERGENCIES (SAFE) Resolution 8121 - SAFE Council reviewed the staff report. City Attorney presented: RESOLUTION NO. 8121 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, PROVIDING FOR THE ESTABLISHMENT OF A SERVICE AUTHORITY FOR FREEWAY EMERGEN- CIES IN LOS ANGELES COUNTY -AND DESIGNATING THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION AS THE SERVICE AUTHORITY FOR FREEWAY EMERGENCIES IN THE COUNTY OF LOS ANGELES Motion by Manners, seconded by Bacon, and unanimously carried_ to waive further reading of the resolution and to adopt. 2) NATIONAL LEAGUE OF CITIES POLICIES AND RESOLUTIONS Council reviewed the staff report and Assistant to the National League of Cities City Manager Wylie clarified several of the resolutions. Policies & Resolutions Motion by Bacon, seconded by Chappell, and unanimously carried to approve the staff recommendations and instruct the City's voting delegates to vote accordingly. 3) SCHEDULE OF PENDING MEETINGS - ORAL REPORT • City Manager presented the schedule for upcoming meetings: November 30 at 4:00 pm - meeting with Chamber of Com- merce November 30 at 5:30 pm - meeting with W.C.U.S.D, Board December 21 at 7:30 pm - one and only Council meeting in December APPROVAL OF DEMANDS Motion by Manners, seconded by Bacon to.approve Demands totaling $1,968,301.19 as listed on check registers FI 92988 through 93408. Motion carried by roll call vote: AYES: Tennant, Bacon, Manners, Chappell NOES: None ABSENT: Shearer MAYOR'S REPORTS Proclamations: National Year of Thanksgiving - 1987/1988 National Family Week - November 22, 1987 COUNCILMEMBERS' REPORTS Bacon reported that he has been appointed as vice chair of the Environmental Quality League Policy Committee. • Manners reported that she has been appointed to the Employee Relations League Policy Committee. Chappell noted that he will continue to serve on the Public Safety League Policy Committee, - 4 - • U 11 CITY COUNCIL MINUTES November 23, 1987 Page Five HEARING APPEAL OF PLANNING COMMISSION DECISION TO DENY ZONE CHANGE NO. 604, PRECISE PLAN NO. 783, REV. 1, AND VARIANCE NO. 887 Mayor Chappell explained that this hearing had been held over until this date, noting that the public testimony Appeal of Zone Change portion of the hearing was closed. No. 604, etc. Councilmember Bacon suggested the matter be held over again until December 21, 1987, when all members of the City Council would be present to consider the matter. City Attorney stated that ietters:had been submitted by Crestview Cadillac after the close of the public testimony portion of the hearing in opposition to -the appeal. He stated that Council could either disregard the letters or invite letters from the appellant in rebuttal only to the Crestview letters. Hearing held over to Motion by Bacon, seconded by Manners to hold over the 12/21/87 matter until December 21, 1987, and invite the appellant to submit rebuttal letters. The motion carried by the following vote: AYES: Tennant, Bacon, Manners NOES: None ABSENT: Shearer ABSTAIN: Chappell (conflict of interest) HEARING Mayor Chappell called the Redevelopment Agency to order again at 8:05 pm to consider the following joint hearings. Owner Participation Mayor Chappell noted that he would chair the joint public Agreement (Bozzani) hearing. City Clerk Mooney stated that the affidavit of publication was on file. Mayor Chappell opened the hearing, Redevelopment Agency Manager Yoshizaki presented the staff report, noting the following documents on file: a) Owner Participation Agreement b) Summary Report (Section 33433, California Health & Safety Code) c) Reuse Analysis Provided by Keyser & Marston Asso. d) Initial Study and Negative Declaration - E.I.R. MAYOR'S REPORTS 1) CITY MANAGER'S COMPENSATION REVIEW The City Council reviewed the process used to evaluate the City Manager and spoke highly of his performance over the last year. They also explained that in lieu of a pay increase, they favored a $5,000 bonus instead.
