WEST COVINA CITY COUNCIL
REGULAR MEETING
October 26, 1987
The regular meeting of the West --Covina City Council was called to order at 7:30 pm
by Mayor Pro Tem Manners in the City Hall Council Chambers, 1444 W. Garvey Avenue,
West Covina, California. The Pledge of Allegiance was led by Councilmember Shearer
and the invocation was given by Don Bommarito of United Methodist.

Claims for Action (Deny and notify claimant)
On September 30, 1987, a claim for property damage amounting
to $188.43 was received by the City Clerk's Office from
Covina Motel (Ratilar L. Patel).
On October 8, 1987, a claim four damages amounting to
$100,000 was received from Fe and Nestor Arguson.
Temporary Use Permits (receive and file)
TUP No. 1747-87 was issued=to`_Inter-Community Hospital
for the Hospice Dinner Dance scheduled for November 7,
1987 at 820 N. Phillips.
TUP No. 1748-87 was issued to -Johnson Motors, 2016 E.
Garvey, for a promotional event on October 25, 1987.
TUP No. 1749-87 was issued to Mission Chrysler, 298 N.
Azusa, for balloons on November 16, 1987.

Recommendation is to ratify the request for a fireworks
display sponsored by Edgewood High School at West
Covina High School on October 16, 1987.

Recommendation is to'confirm the absence of the City

REDEVELOPMENT AGENCY Mayor Pro Tem Manners recessed the City Council meeting
at 7:48 pm in order to conduct the Redevelopment Agency
meeting. The City Council meeting reconvened at 7:52 pm.

APPROVAL OF DEMANDS Motion by Bacon, seconded by Shearer to approve Demands

ORAL COMMUNI,CATIONS Lewis Gilbert, 428 S. Fernwood Street, requested Council
to take action to stop Queen of the Valley Hospital from
Lewis Gilbert closing the trauma center.
Katherine Castucci, 430 Pima Avenue, recommended that.thec.'_'
Katherine Castucci Freeway Corridor Feasibility Study be folded into the
General Plan to avoid future conflicts over land use.
Council pointed out that the Freeway Corridor Study was
intended as a guide only, not for inclusion into the
General Plan.
Councilmember Tennant reported that the closure of
the trama center at Queen of the Valley Hospital was not
proposed because of lack of need but of lack of funds.
MAYOR'S REPORTS Motion by Shearer, seconded by Tennant, and unanimously
carried to approve the preparation of Resolutions of
Commendations for:
Police Corporal Gerald Schneider retiring after thirty
years of service and Police Corporal Philip Punchard
retiring after thirty years of service.
Motion included approving the Citizen of the Year
to be presented at the November 10, 1987 dinner at West
Covina Lanes at 6:30 pm.
COUNCILMEMBERS' REPORTS City Attorney Lennard:noted that the City of West Covina
has pending litigation before Judge Epstein and tb,present
Council resolution him with a council resolution as Outstanding Trial Jurist
of the Year would be inappropriate. The requested reso-
lution was withdrawn by the initiator.
Councilmember Bacon stated a public hearing on the County
Bacon Hazardous Waste Plan was scheduled for 7:00 pm at the
Senior Citizens Center on October 29, 1987.
Tennant Councilmember Tennant requested a staff report on thex",-'` .,
status -and legal options regarding the "stilts" buildings.
He also requested staff to look into the County's
proposal foricontracting privately for paramedic and
ambulance services. There may be some benefit to the
City if it: --can be done on a joint basis.

Councilmember Tennant requested an update on the status of
the County's plan to develop Bonelli Park. Staff to report.'
back on all three requests.
