REGULAR MEETING
WEST COVINA CITY COUNCIL
Septembei�,�28, 1987
The regular meeting of the West Covina City Council was called to order by Mayor
Chappell at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
�Covina, California. The -Pledge of Allegiance was led by Mayor Chappell and the
invocation was given by Art Fisher,'Church ofthe-Nazarene.

APPROVAL OF MINUTES Motion by Shearer, seconded by Bacon, and unanimously
carried to approve the minutes of the regular meeting
held September 14, 1987.

Jack Thompson Jack Thompson, retiring BKK Operations Manager, received
a Resolution of Commendation from Mayor Chappell.
Mayor'Casca of Toluca, Mexico, sent a plaque to'.the West
Frances Madrigal Covina City Council via Frances Madrigal, a Spanish teacher
from West Covina High School.
AGENDA COMMUNICATIONS Carolyn Mershon, 922 W. Michelle, addressed her written
Carolyn Mershon communication concerning a civic auditorium for West Covina.
Ron Webster, 15032 Moorpark, Reynolds Aluminum, addressed
Ron Webster the written communication propo�ing a mobile recycling
center at 1025 Amar Road.
Gordon Maldonado G'.-_Majddnado spoke in regards to Ordinance 1753 proposed
for'a-d"option regulating the time allowed to operate -
property maintenance equipment. He suggested mornin�
.operation begin at 7:00 am, rather. -than the proposed
8:00 am, to be consistent,with be�inning construction
workers.
-Royal Brown Royal Brown, 2153 Aroma Drive, suggested thenoisie-s-t
bother comes from the garbage collectors.
June Hunter June Hunter, 649 Sunset Avenue, felt that gardfiers were
being discriminated against with the proposed ordinance.
She felt there were more annoying noises, such as the
street sweeper.at 6:45 am.
Mayor Chappell explained that the hour of 8:00 pm having
arrived, the Council would interrupt Agenda Communications
to conduct the scheduled 8:00 pm hearings.

HEARING APPEAL OF PLANNING COMMISSION DECISION TO DENY TENTATIVE
PARCEL MAP NO. 18916 AND VARIANCE NO. 891
Joseph Angiuli
The Mayor explained that the hearing is to consider an
Appeal of Tentative appeal denying Tentative Parcel Map No. 18916 and Variance
Parcel Map 18916 No. 801. The proposed parcel map divides two existing
and Var. NO.,891 single-family residential lots into three. The variance
is to allow lot widths of 52.66 feet in the R-1, Area
District I, which requires a minimum width of 60 feet.
City Clerk -Mooney verified -the affidavit of mailing and
publishing. Mayor Chappell opened the hearing and Planning
Director Haley presented the staff report.
Public -Testimony Mayor Chappell asked for testimony in favor of the appeal

not in actual opposition to the project, but encouraged
Council to support the Planning Commission.

Mayor Chappell closed the public portion of the testimony
and commenced Council discussion. Council was pleased
with the outcome of the neighborhood discussions with the
appellant and noted their support for the project.

Company advising the City of its responsibility to enact
a recycling ordinance.
On September 21', 1987 a letter was received from Carolyn
Mershon of West Covina concerning a plan for a Civic
Auditorium for West Covina.

Fast stated that there is a vehicle through the Planning

to talk to the Planning Director.

Based on the comments received under Agenda Communications,
Council discussed and concurred with changing the start-up
time of property maintenance equipment to 7:00 am ffom-the
previously-agreed'upon 8:00 am' ' _,�City Attorney Lennard
noted that that change would require reintroducing the

REDEVELOPMENT AGENCY Mayor Chappell recessed the City Council meeting at 9:03 pm
to conduct the Redevelopment Agency meeting. The City
Council meeting reconvened at 9:05 pm with all members
present.
CITY MANAGER 1) BIENNIAL MANAGEMENT/CONFIDENTIAL SALARY REVIEW
Council reviewed the staff report. Council explored
the matte'��-of,,using the same sukvey cities for City
Manager salary comparisions as used for management
employees. It was decided to amend the proposed
resolution by removing the City Manager portion for
more information and consideration at a later time.

on the expansion of the redevelopment project area around
BKK Landfill, Staff noted.i,t included the Ponderosa tract

MAYOR'S REPORT
Mayor Chappell requested the matter of the Raiders coming
to Irwindale be placed on the next Council agenda.
Mayor Chappell commented on a new automated speed control
devise which photographs a speeding vehicle, taking in the
li&ens�-iplate and driver, and requested additional
research by staff.

carried to approve membership in the Local Government
Commission and appropriate $500 to cover the initiatioi
fee.
