06-08-1987 - Regular Meeting - MinutesM I N U T E S WEST COVINA CITY COUNCIL REGULAR MEETING June 8, 1987 • The regular meeting of the City Council of West Covina was called to order at 7:30 pm by Mayor Chappell in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge -of Allegiance was led by Mayor Chappell and the invocation was given by Don Bommarito, United Methodist. ROLL CALL Mayor Chappell, Mayor Pro Tem Manners, Councilmembers Bacon, Shearer, Tennant (Tennant arrived at 8:20 pm) Others Present: Mooney, Fast, Lennard, Thomas, Miller, Haley, Penfield, Meacham, C. Johnson, Collier, Yoshizaki, Koniarsky, Salazar, Berry APPROVAL OF MINUTES Motion by Bacon, seconded by Manners, and unanimously carried to approve the minutes of the regular meeting of May 26, 1987. PRESENTATION Mayor Chappell presented a proclamation welcoming the San Gabriel/Pomona Regional Center to West Covina to Sally Kozora. Ms Kozora invited everyone to the open house scheduled for July 17, 1987, at 4:00 pm to 8:00 pm. Mayor Chappell acknowledged and welcomed the Boy Scouts . attending the Council meeting working on their merit badges. AGENDA COMMUNICATIONS Paula Taylor, 1043 E. Shamwood, read her letter, Agenda Item No. B-1, requesting leaf blowers be banned in West Paula'Taylor Covina. Ronald Ballard Ronald Ballard, 523 S., Second Avenue, Covina, asked when he should address Tentative Tract Map 44564. Mayor Chappell stated the proper time would be forthcoming under the hearing. Motion by Shearer, seconded by Manners to approve Lot Line Adjustment No. 60 through the adoption of the resolution. Motion carried by the following vote: AYES: Shearer, Manners, Chappell NOES: None. MP 87139 - Motion by Shearer, seconded by Bacon, and unani- Norris-Repke Inc. mously carried to accept the proposal.of NORRIS-REPKE, INC., in an amount not to exceed $6,600 and authorize the Mayor and City Clerk to execute an appropriate agreement. 2) SD 87117 - APPROVE PLANS AND SPECIFICATIONS - STORM DRAIN REPAIRS Council reviewed Engineer's. Report. SD 87117 - Motion by Manners, seconded by Bacon, and unani Plans & specs approved mously carried to a) transfer $.15,000 from SD 87114 (161-320-3716-7600) to SD 87117 (110-320-371907400), and b) approve plans and specifications for SD 87117. and authorize the City.Engineer to call for bids. They talked about the concerns brought. up during the testimony portion regarding Council discussion the width of the new street, parking along Lot D, and required sidewalk on the new street. .. They did decide to reduce the width"of the street to 32 feet and prohibit parking along Lot D. Budget Hearing - City Manager Fast noted that an item came up after the posting June 22, 1987 of the Agenda that requires Council attention. He suggested that the budget hearing be scheduled and advertised for the June 22, 1987, Council meeting, rather than scheduling it fora.separate night. City Attorney Lennard stated that the matter would require a 4/5 vote of the Council to pass. Motion by Shearer, seconded by Bacon, and unanimously carried to schedule the budget.hearing for June 22, 1987. APPROVAL OF DEMANDS Motion by Manners, seconded by Bacon to approve Demands totaling $1,660,008.54 as listed on check registers FI 088954 through 08928.1. Motion carried by roll call vote: AYES: Tennant, Bacon, Shearer, Manners, Chappell NOES: None ORAL COMMUNICATIONS Frank Anzaloni, 2836 E. Vanderhoof, felt his civil rights had been violated at a'previous Council meeting wherein he Frank Anzaloni testified during the Brian Barbuto Corporation project'.hearing B.-H.1'eclregon, 580`S. Fernwood, suggested a memorial to all B.H. Pedregon veterans and offered his services in the construction. Mayor Chappell closed Oral Communications and the following comments were .offered. Council reminded the audienc.e that the City Hall already had a Veterans..commemoratve`plaque at th, basement entrance and referred the matter to staff: Council responded.-to•Mr-.,Anzaloni's.statements and was sorry he perceived the hearing process had violated his civil rights. City.Attorney�Lennard noted that the hearing had proceeded correctly. MAYOR'S REPORTS Mayor Chappellp.Toclaimed June 14th as NATIONAL FLAG DAY. COUNCILMEMBERS' REPORTS Councilmember Tennant addressed the Spadra waste facility and thought he would like to take the issue of hazardous Tennant waste disposal to the voters to.see how they feel. Shearer Councilmember Shearer requested the Mayor to consider a • C,ertifica.te of Recognition for a`.:.bus driver who was able to maintain contro.l of , -a bus after losing a tire. Bacon Councilmember Bacon reported on two committees meeting this week working_ on• a water -,.quality policy.
