REGULAR MEETING
WEST COVINA CITY COUNCIL
May 26, 1987
The regular meeting of the City Council of West Covina was called to order at 7:30pm
in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, California.
The Pledge of Allegiance was led by Councilmember Tennant and the invocation was --given
by -Pastor Sidney Frazen of Immanuel First Lutheran.

representative of the National Management Association, Pomona
Chapter.
INTRODUCTION City Manager Fast introduced Patricia Haley, the newly
appointed Planning Director, who will assume duties on

Carolyn Mershon, 922 W. Michelle, addressed Council regarding
her desire to pursue the concept of a Civic Auditorium. She

possible funding souces, and'available'land.
Mayor Chappell noted that the hour of 8:00 pm having
arrived, he would have to stop Oral Communications to
conduct the scheduled hearings. He stated Council would
respond to Mrs. Mershon upon completion of the hearings.

ORAL COMMUNICATIONS (CONT) Mayor -Chappell reopened Oral Communications for further
comments from the audience.
• Jack Stinson, 320 S. Citrus, complained about fading
Jack Stinson handicapped striping and lack of general maintenance of the
handicapped parking slots.
Mayor Chappell closed Oral Communications as 'there were
no further comments from the audience. He referred the matter
of handicapped striping to staff.
Regarding the issue of a civic auditorium, Councilmember
Bacon noted that the Citizens.'.Committee will be studying
and reporting to Council on a myriad• -of subjects to'addres`s-_
capital`improve_ mentsand.servi.cv e-.-leels within the City The
report is expected sometime in October and after that time
the City-�would-lbe in abetter position to speak definitively
on her idea. She was encouraged to attend the Citizens'
Committee.'.meetings.
MAYOR'S REPORTS Mayor Chappell proclaimed the following:
BETTER HEARING AND SPEECH MONTH (May)
UNITED WAY RECOGNITION DAY (June 10,.1987)
Mayor Chappell noted that he was nominated for State Director
of the League of California Cities. The election is nearing.
COUNCILMEMBERS' REPORTS 1) WASTE DISPOSAL FACILITY PARITY
• Councilmember Tennant explained his request for Council's
Tennant support, noting that the San Gabriel Valley receives
between 60%-to 75% of all of -the Los Angeles County's
waste.
.Motion by Tennant, seconded by Bacon, and unani-
County parity mously carried to pass a resolution regarding no new
construction to begin on any waste facilities in the
San Gabriel Valley until parity within County is reached.
Motion was amended by Manners, seconded by Bacon, and
unanimously carried to oppose AB 1489 and write letters
to appropriate individuals.
Councilmember Tennant was concethed that the -.State
and' -Federal agencies-,reviewing:ffie-.BKK-Closure Plan
were taking a very long time, purposely to hold open
the BKK Landfill to accept more than its fair share
of wastes.
Bacon Councilmember Bacon directed staff to place SB 1659 (Seymour)
on the -next Council agenda for consideration.
Manners Mayor Pro Tem Manners noted positive remarks about West Covina
were reported on the Executive magazine.

to.adjourn the meeting at 8:58 pm.
