WEST COVINA CITY COUNCIL
REGULAR MEETING
April 27, 1987.
The regular meeting of the West Covina City Council was called' -to order at 7:30 pm
by Mayor Shearer in the City Hall Council Chambers, 1444 W, Garvey Avenue, West
Covina, California. The Pledge of Allegiance was led by Counci'lmember Manners and
the invocation was given by Rabbi-Nattiv of Temple Shalom.
ROLL CALL Mayor Shearer, Mayor Pro Tem Chappell, Councilmember Manners
Absent: Councilmembers Tennant, Bacon (both out of town)

APPROVAL OF MINUTES Motion by Chappell, seconded by Manners, and unanimously
carried to approve the Minutes of April 13, 1987, and
April 14, 1987,
RECOGNITION Mayor Shearer welcomed the Edgew6od High School Government
Class to the City Council meeting and encouraged them to
participate and attend future meetings.
PRESENTATIONS Mayor Shearer proclaimed May 3 through May 10, 1987 as
CHILD PASSENGER SAFETY WEEK and presented it to Acting
Proclamations Police Chief Ron Holmes.
Mayor Shearer proclaimed May 3 through May 9, 1987 as
ELKS NATIONAL'YOUTH 14EEK and presented the proclamation
to Robert Hollis-Brau, an Elks Royal Knight.
Mayor Shearer proclaimed the month of May, 1987, as
WEST COVINA BEAUTIFUL MONTH and presented the proclamation
to Beatrice de Uribe.of West Covina Beautiful.
Mayor Shearer proclaimed April 26 through May 6, 1987 as
DAYS OF REMEMBRANCE and presented the proclamation to
Rabbi-Nattiv of Temple Shalom.
Mayor Shearer proclaimed the month of May, 1987, as '
AMERICAN BUSINESS WOMEW S ASSOCIATION EDUCATION MONTH
and presented the proclamation to Nicola Kilar.

'Mayor Shearer closed the public portion of the hearing and
commenced Council discussion. Mayor Pro Tem Chappell felt
the proposed project had much too high a density level and
planned to support the Planning Commission's decision.
Councilmember Manners felt the proposed use was wrong for
the location. Mayor Shearer noted his concerns with the
ingress and egress. -from the freeway,,use of the alley,
lack of amenities arid`.the density being incompatible with
surrounding properties.

MAYOR'S REPORTS Mayor Shearer proclaimed May 3 through May 9 as:
BE KIND TO ANIMALS WEEK
COUNCILMEMBERS' REPORTS Councilmember-Manners reported on the status of. the San
Manners Gabriel Valley Association of Cities task force regarding
waste management.
Mayor Pro Tem Chappell reported that the Executive Board
Chappell of the League of California Cities was in the process of
reviewing the myriad of legislative bills.
COUNCIL REORGANIZATION City Clerk Mooney conducted the election of a Mayor for the
upcoming year —
Mayor Shearer nominated Mayor Pro Tem Chappell for
Mayor. Councilmember Manners seconded the nomination.
Mayor Chappell There were no further nominations and a vote was taken
on the nomination. The motion carried and Mayor Pro Tem
Chappell was elected Mayor.
Mayor Chappell conducted the election for Mayor Pro Tem,
Mayor Pro Tem Manners and began by nominating Councilmember Manners. Council -
member Shearer seconded the nomination. There were no
further nominations and a vote was taken. The motion
carried and Councilmember Manners was elected as Mayor
Pro Tem.
Director and Alternate to L.A. County Sanitation District
Mayor Chappell noted that as Mayor, he was automatically
a director to the Los Angeles County Sanitation District
Board of Directors, but an alternate delegate needed to
be designated.
Councilmember Shearer recommended Mayor Pro Tem
Manners. The recommendation was seconded by Mayor Chappell
and the motion carried. Mayor Pro Tem was designated asx
the Alternate Delegate to serve in the absence of the
Mayor.
Immediate Past Mayor Shearer was presented a beautiful
plague by Mayor Chappell.
ADJOURNMENT Motion by Shearer, seconded by Manners, and unanimously
carried to adjourn the meeting at 9:07 pm.
