The adjourned regular meeting of the West Covina City Council was called to order
at 5:33 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina,
California. Mayor Shearer led the Pledge of Allegiance.
ROLL CALL Mayor Shearer, Mayor Pro Tem Chappell, Councilmembers
Manners and Tennant
Absent: Councilmember Bacon (out of town)
Others Present: Mooney', Fast, Kane, Miller, Wylie, Penfield, Berry
CLOSED SESSION - LITIGATION
Assistant City Attorney Kane recommended the Council recess -
to a closed session pursuant to Government Code Section
54956.9(b) to confer with its City Attorney regarding
significant exposure to litigation from the urgency moratorium
ordinance on residential housing development surrounding the
BKK Landfill, and the consideration by the City Council to
extend that moratorium.
Motion by Chappell, seconded by Manners, and unanimously
carried to concur -.with the recommended motion by the'City
Attorney. Mayor Shearer recessed"the City Council meeting
•
at 5:35 pm. The Council reconvened at 5:55 pm.
EXTENSION OF INTERIM
ORDINANCE NO. 1720

ORDINANCE NO. 1739 - AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORN,1A, EXTENDING A MORATORIUM
Ordinance 1739 -
ON THE APPROVAL OF APPLICATIONS FOR DEVELOPMENTS FOR CERTAIN
extension of moratorium RESIDENTIAL -TYPE USES ON THE SPECIFIED PROPERTIES WITHIN
until 4/14/88
2000 FEET OF THE ORIGINAL CLASS I AND CLASS II DISPOSAL AREA
(urgency measure)
AT THE BKK LANDFILL: SAID ORDINANCE TO BE ADOPTED AS AN
URGENCY ORDINANCE PURSUANT TO SECTION 65858 OF THE GOVERNMENT
CODE,
Motion by Chappell, seconded by Manners, and unanimously
carried to waive further reading of the ordinance. Motion
by Chappell, seconded by Manners to adopt the ordinance as
an urgency measure. Motion carried by roll call vote:
AYES: Tennant, Manners, Chappell, Shearer
NOES: None
ABSENT: Bacon
Ordinance introduced Motion by Chappell, seconded by Manners, and unanimously
through regular carried to waive further reading,of the ordinance. Motion
process by Chappell, seconded by Manners, and unanimously carried
to introduce the ordinance.

carried to adjourn the meeting at 5:57 pm to 6:30 pm on
