Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Councilmember Tennant and the invocation was given by Gary Tessone of First Baptist Church. Motion by Chappell, seconded by Bacon, and unani- mously carried to approve the minutes, as amended. PRESENTATIONS Mayor Shearer proclaimed April 12 through 18, 1987 as Proclamations NATIONAL TELECOMMUNICATORS WEEK and presented the proclama- tion to Communications Supervisor Judy Sansone. GP 87307 - Motion by Chappell, seconded by Bacon, and unanimously Plans & specs carried to approve plans and specifications for City Project approved GP 87307 and authorize the City Engineer to call for bids. COMMUNITY SERVICES DIVISION HUMAN SERVICES DEPARTMENT 1) DIAL -A -RIDE PROGRAM Council reviewed staff's report. Motion by Manners, seconded by Bacon,,and unanimously Dial -A -Ride Program carried to a) renew the contract with Community.Transit renewal with Community Services, Inc. for Ia three-year period from July 1, 1987 Transit Services to June 30, 1990 with an additional 6.5 vehicle service hours per day and b),amend the current. contract with Community Transit Services, In. for an additional 6.5 vehicle service hours from April 6, 1987 to June 30, 1987. • OPERATIONAL SERVICES DIVISION No items scheduled. March 23, 1987 Page Four REDEVELOPMENT AGENCY MEETING Mayor Shearer recessed the City Council meeting at 7:45 pi to convene the Redevelopment Agency meeting. The Council meeting reconvened at 7:49 pm. CITY MANAGER 1) REAL ESTATE BUSINESS LICENSES Council reviewed staff's report. Councilmember Bacon suggested taxing all brokers Real Estate Business as brokers, whether they act in that capacity or not. Licenses The remainder of the Council favored the staff's recom- mendation. Motion by Chappell, seconded by Tennant to proceed with licensing real estate salespeople as employees. Motion carried by roll call vote: AYES: Tennant, Chappell, Shearer NOES: Bacon ABSTAIN: Manners HEARING 1) CONTINUED JOINT PUBLIC HEARING - OWNER PARTICIPATION AGREEMENT WITH IRVEN G. REYNOLDS AND CAROLINE E. REYNOLDS (REYNOLDS BUICK) Reynolds Buick hearing Council reviewed the staff report. continued to 4/13/87 Motion by Bacon, seconded by Chappell, and unani- mously carried to continue the joint public hearing with the Redevelopment Agency until the regular meeting of April 13, 1987.. 2) EXTENSION OF INTERIM ORDINANCE NO. 1720 Mayor Shearer announced the purpose of the hearing: Extension of Interim to consider an extension of an interim ordinance as an Ordinance No. 1720 urgency measure relating;,to a moratorium on the approval of plans or permits for residential -type uses within 2000 feet of the original Class I and II disposal areas at the BKK Landfill for an additional one-year period of time. City Clerk Mooney verified the affidavit of publication. Mayor Shearer opened the hearing and the staff report was presented by Community Services Director Miller. Public —Testimony —opened Mayor Shearer opened the public testimony portion of the hearing and asked for comments favoring the.extension. In Favor: Those addressing Council were: Judy Tracy Judy Tracy, Department of Health Services, talked about the studies being currently conducted and the expectant completion dates. She agreed to check with Dr. Goldman of DOHS to make sure the northern areas. adjacent to the 2000 foot.boundary::are•:inciuded in.the studies. Oliver R.ggins Oliver Riggins, 1239 Rowland Avenue, thought it necessary to continue the moratorium. - 4 - CITY COUNCIL MINUTES March 23, 1987 Page Five Mayor Shearer asked for comments opposing the.extension In_Opposition: to the moratorium. The following addressed Council. • Ron Sloan Ron Sloan, owner of Parcel No. 8, noted that his undeveloped property lies within the 2000 foot boundary from Class I area, but is outside the 2000 foot boundary from the Class II area. He stated--that-there are several hundred people living in developed areas between his parcel and the landfill. Since the closure plans have been completed and approved, he suggested the boundary from the Class II be utilized. He expressed a desire to work on zoning matters and take out permits on the property for future development. Public Testimony- closed• Mayor Shearer asked for comments in rebuttal and no - - - - - - - - - - - responses were offered. The public portion of the hearing was closed. .Hearing held,over.t. Motion.by-Manners, seconded ­by Bacon; and unanimously until April 13, 1987 carried.to continue the matter until April 13, 1987, to give the City Attorney and staff an opportunity to review the possibility of modifying the boundary and Mr. Sloan's request to proceed with permit appli- cations. CITY MANAGER (CONT) 2) CONSENT TO JOINT PUBLIC HEARING ON THE PROPOSED CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROJECT: OWNER PARTICI- PATION AGREEMENT BETWEEN THE WEST COVINA REDEVELOPMENT AGENCY AND ROBERT BOZZANI ` Council reviewed staff's report. Council agreed on tentatively setting April 20 for that adjourned regular meeting;, subject to confirmation of calendars. APPROVAL OF DEMANDS Motion by Chappell, seconded by Manners to approve demands totaling $1,673,842.64 as listed on check registers FI 086886 through 087393. Council meeting time Mayor Shearer withdrew his request of Council to consider changing the meeting time from 7:30 pm to 7:00 pi Motion by Chappell, seconded by Manners, and unanimously carried to table the issue at this. time. 2) RETIREMENT OF MAL EATON - RESOLUTION OF COMMENDATION Mal Eaton - Motion by Manners, seconded by Bacon, and unanimously Resolution of Commen- carried to approve the preparation of an appropriate dation Resolution of Commendation honoring Mal Eaton on the occasion of his retirement. 3) PROCLAMATION Mayor Shearer proclaimed the following: Proclamations EARTHQUAKE PREPAREDNESS MONTH - April, 1987 NATIONAL FAIR HOUSING MONTH - April, 1987 4) Mayor Shearer noted that Assemblyman Torres was hosting a Health Fair at Fashion Plaza on March 28.& 29, 1987. 5) Mayor Shearer received a letter from Rose Hills Park Rose Hills Park regarding a;,proposed"founder's wall", to commemorate one individual in each of (_itsjsurrounding 24 cities.
